RESOLUTION
WHEREAS, Act 186 of the 1994 State Legislature amended Section
103D-203 of the Hawaii Revised Statutes relating to the Hawaii Public
Procurement Code; and
WHEREAS, a part of the amendment expanded the listing of Chief
Procurement Officers by including the respective chairpersons of the
Councils of the several counties; and
WHEREAS, Interim Rules for Procurement have been in effect since July
1, 1994; and
WHEREAS, Section 103D-208, Hawaii Revised Statutes, and Subchapter 3
of the Interim Rules of Procurement provide for the delegation of the
Chief Procurement Officers' authority and duties; and
WHEREAS, the Council of the County of Hawaii finds that delegating its
authority and duties of Chief Procurement Officer to the Director of
Finance will provide for consistency in procurement practices
throughout the County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it hereby delegates its authority and duties of Chief Procurement
Officer for the legislative branch to the Director of Finance of the
County of Hawaii.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to
the Honorable Stephen K. Yamashiro, Mayor, and Director of Finance.
