HomeMy WebLinkAboutRES 311 Draft 04 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION'N0. 312 94 (DRAFT 4) WHEREAS, ENSERCH Development Corporation (EDC), a wholly owned diversified energy company based in Dallas, Texas, is proposing the revitalization of the former Hamakua Sugar Mill site into a combined light industrial park and plantation heritage center; and WHEREAS, EDC and its affiliates have significant worldwide experience in developing, designing, constructing, financing, owning and operating electric generation and thermal-energy supply facilities of all types and sizes; and WHEREAS, the proposed electric power plant will not only produce electricity but will also use waste heat and steam from the project as thermal energy which can be used by other industries in their manufacturing and processing; and WHEREAS, EDC is working with the State to use the Hamakua Ditch water for both its operations and for a full-scale aquaculture facility which water fees will support a ditch maintenance company thereby improving the reliability of supply of the Hamakua Ditch water for other agricultural uses; and WHEREAS, the proposed cogeneration project would employ 20-30 plant maintenance and operations personnel, 10-12 jobs in the trucking industry for delivery of fuel and create additional jobs from the cogeneration industries, industrial park users and heritage center business; and WHEREAS, EDC is proposing a plantation heritage center to create a world class visitor destination making Honoka'a a "must see" attraction along the proposed plantation heritage corridor. THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the concept of ENSERCH's proposed Hamakua project for a cogeneration plant and combined light industrial park and plantation heritage center and any other cogeneration project that would contribute to the economic base of the County of Hawaii. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; the Honorable Norman Mizuguchi, President of the State Senate; the Honorable Joseph M. Souki, Speaker of the House of Representatives; the Honorable Malama Solomon; the Honorable Richard Matsuura; the Honorable Andrew Levin; the Honorable Harvey Tajiri; the Honorable Larry Tanimoto; the Honorable Virginia Isbell; the Honorable Jerry Chang; the Honorable Dwight Takamine, the Honorable Robert Herkes; JoAnn Mattson, State Land Use Commission Chairman; Jeanne K. Schultz, Director of the Department of Business, Economic Development & Tourism; the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii; Virginia Goldstein, Hawaii County Planning Director; Donald Manalili, Planning Commission Chairman; Diane Quitiquit, Hawaii County Research and Development Director, and the Public Utilities Commission.
