RESOLUTION N0. ~2t 94
WHEREAS, Ordinance No. 94-87 created a special fund known as the
"Solid Waste Fund"; and
WHEREAS, Ordinance No. 94-87 establishes that all funds received
from the collection of fees shall be expended for the purpose of
operating, maintaining and administering the County's solid waste
management, collection and disposal systems; and
WHEREAS, the County of Hawaii is required to comply with EPA
rules and regulations established by 40 CFR Part 258, Subtitle C
(operating criteria) regarding hazardous waste exclusion,
controlling public access, refuse restrictions and record keeping to
demonstrate compliance; and
WHEREAS, the County of Hawaii is also required to comply with
State Department of Health rules and regulations established by
Title 11, Chapter 58, HRS; and
WHEREAS, in order to regulate the above programs, the following
positions need to be created:
2 Scale Attendants SR-08
2 Solid Waste Transfer Station Attns (Spotters) BC-O5
1 Accountant I SR-18
WHEREAS, Article V, Section 5-1.3(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the following positions be created and that they be
funded from the Solid Waste Fund:
2 Scale Attendants SR-08
2 Solid Waste Transfer Station Attns (Spotters) BC-05
1 Accountant I SR-18
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Public Works, Civil Service and
Finance.
