COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION N0. 322 ~ 34
WHEREAS, Kohala High and Elementary School has seen an
increase in their enrollment and currently has 1060 students; and
WHEREAS, a new sidewalk has been constructed along the county
road adjacent to the old teacher's cottages to provide a safe
walking area for the children; and
WHEREAS, a new crosswalk now connects the main campus to the
Soda Fountain business area across the school; and
WHEREAS, many students and parents use the old cottage area as
a drop off and pick up point; and
WHEREAS, the increase in local car traffic and foot traffic
has caused a major safety concern; and
WHEREAS, there is an imminent need for a school crossing guard
to protect the students; and
WHEREAS, pursuant to Hawaii Revised Statutes 53-18, the Chief
of Police of each county shall have charge, direction, and control
of all matters relating to preserving or protecting the public
health, safety, and welfare on and about the street surrounding
any school premises; and
WHEREAS, pursuant to Article V, Section 5-1.3 (c) of the
Hawaii County Charter, the mayor has the power to "create
positions...for which appropriations have been made by the
Council..."; and
WHEREAS, there are sufficient funds in the salaries and wages
account of the Police Department to cover the cost of the
additional school crossing guard.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a School Crossing Guard position be created for Kohala
High and Elementary School.
BE IT FURTHER RESOLVED that a copy of this Resolution be
transmitted to the Police Department; the Finance Department; the
Civil Service Department; Catherine Bratt, Principal of Kohala
High and Elementary School; and Patricia C Bergin, District
Superintendent of the Department of Education.
