RESOLUTION N0. X23'94
WHEREAS, Waikoloa Elementary School opened its doors on
September 1, 1994; and
WHEREAS, there are currently 345 students enrolled from
Kindergarten to Grade 5; and
WHEREAS, these students come from the area across the
school which has no sidewalks and no crosswalks so the children
dash across the street to get to school; and
WHEREAS, these students cross Paniolo Avenue, the 4-lane
main roadway that runs through Waikoloa Village; and
WHEREAS, Pursuant to Hawaii Revised Statutes 53-18, the
Chief of Police of each county shall have charge, direction, and
control of all matters relating to preserving or protecting the
public health, safety, and welfare on and about the street
surrounding any school premises; and
WHEREAS, Pursuant to Article V, Section 5-1.3 (c) of the
Hawaii County Charter, the mayor has the power to "create
positions...for which appropriations have been made by the
Council..." and
WHEREAS, there are sufficient funds in the salaries and
wages account of the Police Department to cover the cost of the
additional school crossing guard.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that a School Crossing Guard position be created for
Waikoloa Elementary School.
BE IT FURTHER RESOLVED that a copy of this Resolution be
transmitted to the Police Department; the Finance Department; the
Civil Service Department; Dr. Robert Hillier, Principal of
Waikoloa Elementary School; and Patricia C. Hergin, District
Superintendent of the Department of Education.
