HomeMy WebLinkAboutRES 324 Draft 01 1992-1994COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. 3~4 94 APPROVING THE ESTABLISHMENT OF A SISTER-CITY RELATIONSHIP BETWEEN THE CITY OF LA SERENA AND THE COUNTY OF HAWAII WHEREAS, the Mayor and the Council of Hawaii County have jointly promoted a Sister-City program to foster friendship and understanding among all of the peoples of the world, particularly those in the Pacific Basin; and WHEREAS, such a Sister-City program would benefit the people of the affiliated cities through the exchange of cultural exhibits, educational programs, information relative to economic development of mutual interest, and other matters of common interest; and WHEREAS, contacts have been made between officials of the government of the City of La Serena, Fourth Region, Chile and the County of Hawaii to discuss the establishment of a Sister-City relationship between the City of La Serena and the County of Hawaii; and WHEREAS, the establishment of such an agreement is of particular significance to the people of the County of Hawaii because La Serena is a special economic development zone of Chile projected for major re-development and growth, it is a coastal city with a developing tourist industry and it is opeai for foreign investment and industry; and WHEREAS, the Island of Hawaii and the city of La Serena similarly blessed with a natural beauty and industries that include agriculture, fishing, tourism and astronomy; and WHEREAS, Hilo and La Serena are the Host cities for the International Gemini Astronomical 'Pelescopes Project, involving USA, Chile, United Kingdom, Canada, Argentina and Brazil; and WHEREAS, during the correspondence between the representatives of the cities, the La Serena officials expressed enthusiastic support of a Sister-City relationship between La Serena and the County of Hawaii; and WHEREAS, the County of Hawaii, Island of Hawaii, would be pleased and honored to be affiliated with the City of La Serena as a Sister-City; NOW, THEREFORE, HE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that a Sister-City program be established between the County of Hawaii and the good people of the City of La Serena; and BE IT FURTHER RESOLVED that the City of La Serena be and is hereby requested to take whatever action that may be necessary to effect this relationship. BE IT FURTHER RESOLVED that the County Clerk transmit copies of this resolution to Mayor Stephen K. Yamashiro, the Mayor of the City of La Serena and to Rudy Legaspi, Protocol Officer. WHEREAS, On November 30, 1994, County of Hawaii Resolution was unanimously approved which formally established a sister city relationship between the Big Island and La Serena, Chile; and WHEREAS, to nurture and sustain a continuing and purposeful relationship between these two island communities, mutually agreed upon covenants to enhance this new association is worthy of consideration, NOW, THEREFORE, BE IT RESOLVED that reciprocally accepted recitals are hereby consented to as follows: 1. There shall be a minimum of one goodwill mission exchanged within a five-year period; the first shall occur before December 31, 1999. Appropriate community, civic and service organizations shall be invited as participants and or facilitators for these occasions. 2. If available, exchange of documents on a regular basis will be programmed to facilitate interaction and communication, e.g., constitutions/charters, data books, annual reports, newsletters, various codes, special studies/reports, etc. 3. A student exchange program shall be pursued and initiated if feasible using resources such as the University of Hawaii-Hilo, the Department of Education and the participating schools. 4. An informational clearing house shall be established on each respective island to provide interested and potential travelers with brochures, maps, periodicals and other documents for the purpose of access to travel, and or economic opportunities on each respective island. 5. Any other interaction in the form of educational, cultural, technical, trade, political, industrial or professional ideas having potential benefits shall be shared whenever possible. i NOW, BE IT FURTHER RESOLVED that the terms of this agreement are deemed to be mutually acceptable by the City of La Serena, Chile and the Big Island, County of Hawaii, as is attested and with the signatures affixed below. BE IT FINALLY BE RESOLVED that this agreement formalizing the sister city relationship shall be officially effective on 199 LA SERENA, CHILE COUNTY OF HAWAII By Its STEPHEN K.
