RESOLUTION
APPOINTING THE COUNTY CLERK
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
John A. Wagner be and he is hereby appointed as the County Clerk of
the County of Hawaii, effective 4:30 p.m., January 4, 1989.

PRESS RELEASE
Council Chairman Russell S. Kokubun today announced that
John A. Wagner, Corporation Counsel for the County of Hawaii, is
being recommended to serve as the County Clerk. Chairman Kokubun
indicated that Wagner brings to the Council a well balanced legal and
managerial background,
Chairman Kokubun felt Wagner filled much of the qualifications he
had sought in considering prospects for the County Clerk. Wagner has
been with the County of Hawaii since 1981 when he joined the
Corporation Counsel's Office as a Deputy. In 1984, he was appointed
Assistant Corporation Counsel. In 1987, he was appointed and
confirmed as Corporation Counsel.
Chairman Kokubun indicated that John's familiarity with County
operations and programs will certainly enhance the County Council's
resources in carrying out its legislation and policy formulation
function.
Council Chairman Kokubun indicated that the resolution to
consider Mr. Wagner's appointment will be heard by the Council at its
January 4, 1989 meeting.

7/87 to Chief legal advisor for the county. Advise and
Present represent the mayor, council, all county officers,
departments, boards and commissions. Manage all
personnel matters and supervise staff of 35 and the
annual office budget of $1,436,741. Directly
supervise and responsible for all counselling and
litigation.
3/85 - 7/87 Assistant Corporation Counsel, Hawaii County
Assisted the corporation counsel in administering
the office. Advised county departments, boards
and commissions. Participated and supervised
legal counselling and county litigation. Reviewed
all legal documents prior to submission to the
corporation counsel. Assisted in personnel matters
and represented the corporation counsel during his
absence.
5/81 - 3/85 Deputy Corporation Counsel_~ Hawaii County
Responsibilities include advising and in-court
representation of the police department, police
commission, finance department, transportation
commission, real property tax office, real property
tax board of appeals, and "land use" appeals
board. In addition, I have represented the county
in personal injury cases involving alleged
negligent maintenance and design of roadways,
hundreds of foreclosure actions, real property tax
appeals, civil rights cases involving personal
injury and property, and appeals before the Hawaii
State Supreme Court and the 9th Circuit Court of
Appeals.

practice of law with an emphasis on real estate,
construction law, criminal law, domestic relations,
and commercial law.

John Wagner was born 1947 in Passaic, New Jersey.
In 1966 through 1969, he completed his military service with
the U.S. Army. John then attended the University of Hawaii
at Hilo and Manoa where he received a degree in Bachelor of
Science. Upon completing his course of study at the
University of Hawaii, he attended and graduated from the
University of Puget Sound Law School
After graduating from law school, he entered private
practice. After several years of practice, he joined the
Hawaii County Corporation Counsel's office in 1981 as a
deputy. In 1984, he was appointed Assistant Corporation
Counsel, and Corporation Counsel in 1987.
During the time that John was with the Corporation
Counsel's office, he represented county departments and
agencies in and out of court proceedings. As Assistant
Corporation Counsel participated in the supervision and
management of the office until his appointment as
Corporation Counsel when he assumed direct control and
responsibility of all aspects of the Corporation Counsel's
office, which consisted of a staff of 35 people and a budget
of $1.5 million.
John is married to Charlene Iboshi and has two children,
Charles and Henry.
