HomeMy WebLinkAboutRES 018 Draft 03 1988-1992COUNTY OF HAWAII ':;:.:STATE OF HAWAII RESOLUTION No 18 F9 (DRAFT 3) WHEREAS, the demand for more active playground space in the central core area of Hilo has caused a flurry of daily soccer activity to occur at Bayfront Park; and WHEREAS, this increase in activity there is more especially due to the dramatic rise in enthusiasm and involvement in soccer by our youth both locally and throughout the country; and WHEREAS, this demand for soccer fields has prompted several soccer organizations in Hilo to contract with the State Department of Land and Natural Resources to maintain their own soccer fields in Bayfront Park; and WHEREAS, the organizations' maintenance and use of the area, which is a designated flood zone, enhances land management and land utilization to the mutual benefit of both the organizations and the community as well; and WHEREAS, in view of this it would seem proper for the County of Hawaii to acquire this parcel of land from the State as a permanent site for such soccer activity which is more in keeping with the County's role of sponsoring more active recreational pursuits; and WHEREAS, the fact that the County has received other lands from the State under similar circumstances would indicate that the Board of Land and Natural Resources may be receptive to such a request from the County at this time. N047, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby authorizes the Mayor, together with the Director of Parks and Recreation, to initiate a request to the State Board of Land and Natural Resources for the Wailoa River State Recreation Area field parcels designated by TMK: 2-2-6:01 and 2-2-4:02. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be instructed to send a copy of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; Mr. William Paty Jr., Chairman of the Board of Land and Natural Resources; the Honorable Bernard Akana, Mayor of the County of Hawaii and c9r. Note: Res. 18-19 Draft 3 adopted at the Council meeting - (see attached) COUNTY CLERK cc: Parks and Recreation Department Planning Department Department of Land and Natural Resources REPORT OF THE COMMITTEE ON HUMAN SERVICES AND RECREATION DATE: January 25, 1989 PLACE: Councilroom TIME: 1:30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Recreation to which was referred Resolution No. 18-89, reports as follows: The purpose of Resolution No. 18-89 is to authorize the Mayoc, together with the Director of Parks and Recreation, to initiate a request to the State Board of Land and Natural Resources for the Hilo Bayfront Park as a permanent site for soccer activity. Your Committee heard the Director of Parks and Recreation testify that he concurs that the County can proceed with the resolution, although he has some concern about adding land and needing equipment to maintain it. Your Committee finds that a request for the additional land mauka of Kamehameha Avenue between Pauahi Street and Ponahawai Street is in the public interest. Your Committee Chairwoman recommended to amend Resolution No. 18-89 as Draft 2 by changing the "NOW, THEREFORE, BE ZT RESOLVED" paragraph by deleting "supports this thought" and "such a" and adding the name of the area to be requested from the State as follows: NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby authorizes the Mayor, together with the Director of Parks and Recreation, to initiate a request to the State Board of Land and Natural Resources for the Wailoa River State Recreation Area field.
