RESOLUTION Na. 28 89
WHEREAS, the cornerstone of America's war on poverty has been
the Community Action Agencies, created to offer the nation's poor "a
hand up, not a hand out;" and
WHEREAS, the Community Action Agencies have made an invaluable
contribution to our nation by helping poor people overcome hunger,
inadequate housing, illiteracy, unemployment, discrimination,
powerlessness, exploitation and lack of access to such vital
services as health care and education; and
WHEREAS, the Hawaii County Economic Opportunity Council has been
the Community Action Agency for the County of Hawaii since 1965; and
4dHEREAS, the Hawaii County Economic Opportunity Council has
improved the quality of life for thousands of low-income people
through its advocacy for the poor and through its programs in
education, nutrition, job training, transportation, energy
conservation, housing and economic development; and
WHEREAS, this nation and this county must continue to wage a war
on poverty which continues in the midst of plenty in order to uphold
a commitment to the least fortunate among us, including our
children, elderly, working poor, minorities and other disadvantaged
groups; and
WHEREAS, Community Action Agencies nationwide are rededicating
themselves to the war on poverty through a Rededication Ceremony by
the National Association of Community Action Agencies in Washington,
D.C., September 6, 1989.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it rededicates itself, through the Hawaii County
Economic Opportunity Council, to the continuing war on poverty and
to the leadership of Community Action Agencies in advancing this
struggle.
BE IT FURTHER RESOLVED that the names of the Council of the
County of Hawaii and the Hawaii County Economic Opportunity Council
be placed on the list of Rededication Ceremony participants which
will be presented to the United States Congress and to the President
of the United States.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable George Bush,
President of the United States; the Honorable Spark Matsunaga,
United States Senator; the Honorable Daniel Inouye, United States
Senator; the Honorable Daniel Akaka, United States Representative;
and Mr. George Yokoyama, Director, Hawaii County Economic
Opportunity Council.

Your Committee on Human Services and Recreation to which was referred
Resolution No. 28-89, reports as follows:
The purpose of Resolution No. 28-89 is two-fold as follows:
1. Rededicate the County Council, through the Hawaii County
Economic Opportunity Council, to the continuing war on
poverty and to the leadership of Community Action Agencies in
advancing the war.
2. Place the names of the County Council and the Hawaii County
Economic Opportunity Council on the list of Rededication
Ceremony participants which will be presented to the United
States Congress and the President of the United States.
Your Committee finds that the Hawaii County Economic Opportunity
Council has improved the quality of life for thousands of low-income
people. Your Committee further finds that it is in the public
interest to continue fighting poverty through Community Action
Agencies and to share in the Rededication Ceremony which will be held
in Washington, D.C. on September 8, 1989.
Your Committee on Human Services and Recrea n is in accord with the
purpose of Resolution No. 28-89 and re men its adoption by the
