RESOLUTION No. 30 89
WHEREAS, the Christian churches will be holding special services
during the Easter Vigil; and
WHEREAS, the Easter Vigil is an important and significant event
in the Christian religion during which the death and resurrection of
Jesus Christ is recognized; and
WHEREAS, the St. Joseph's Church has requested that a temporary
one-way traffic pattern be set up on Kapiolani Street from
Waianuenue Avenue to Ponahawai Street in the Puna direction to ease
traffic congestion and to ensure the safety of the attendants of
these services; and
WHEREAS, the desired dates and times for this one-way traffic
pattern are Friday, March 24, 1989 - 2 p.m. to 9 p.m., and Saturday,
March 25, 1989 - 6 p.m. to 11 p.m.; and
WHEREAS, pursuant to Section 24-10 of the Hawaii County Code,
1983, tyre Chief of Police is empowered to make and enforce temporary
regulations to cover special conditions, and to post signs
pertaining thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Chief of Police is hereby requested to establish
this special one-way traffic pattern on Kapiolani Street on March 24
and March 25, 1989.
BE IT FURTHER RESOLVED that the Chief of Police is also
requested to provide a notice of this special traffic pattern to be
published in a daily newspaper of general circulation of the County.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Chief of Police, the Fire
Department, the Haili Church, the Glad Tidings Church and to the
Seventh-Day Adventist Church.

Re: One-way traffic pattern on Kapiolani Street between
Waianuenue Ave. and Ponahawai St.- March 24 and 25, 1989
Pursuant to Section 1(d) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawaii, this written approval is submitted
in regards to Resolution No. 30, relating to a one-way traffic
pattern on Kapiolani Street between Waianuenue Avenue and Ponahawai
Street on March 24 and 25, 1989, waiving said referral from the
Committee on Public Works in order that appropriate action can be
taken by the Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
