Re: Res. 42-89
COUNTY OF HA1A(q~ , :a;_,.:STATE OF HAWAII
RESOLUTION No.
42 88
WHEREAS, economic diversification and stabilization and the
expansion of employment opportunities have been goals consistently
sought for the County of Hawaii; and
WHEREAS, Hawaii's geographical location in the Pacific Basin
provides Hawaii with the potential of becoming a center for
international trade; and
WHEREAS, the County of Hawaii, with its large undeveloped land
mass, alternative energy potential, expanding high technology
industry and growing visitor industry, provides the diversification
necessary to participate and compete in international trade; and
WHEREAS, the County of Hawaii is also blessed with two
underutilized port facilities, the Hilo Wharf and the Hilo
International Airport-General Lyman Field, which are capable of
handling the necessary shipment of unfinished and finished goods; and
WHEREAS, "Foreign Trade Zones" have proven to be instrumental in
attracting foreign interests in such activities as manufacturing,
exporting, importing and transshipping; and
WHEREAS, the establishment of a "Foreign Trade Zone" utilizing
the Hilo wharf and Hilo International Airport-General Lyman Field
facilities would provide the means by which the County of Hawaii
could enter into the competition in attracting international trade;
and
WHEREAS, the unlimited potential presented by Hawaii's entrance
into international trade is in consonance with the long sought goals
and objectives for economic diversification and stabilization and
the creation of more employment opportunities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses a policy of establishing a "Foreign Trade
Zone" in the County of Hawaii.
