RESOLUTION
AMENDING SECTION 2. (a) OF RULE 6 OF THE RULES OF PROCEDURE OF THE
COUNCIL OF THE COUNTY OF HAWAII RELATING TO STANDING COMMITTEES.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Section 2. (a) of Rule 6 of the Rules of Procedure of the Council of
the County of Hawaii is hereby amended to read:
"2. (a) Committee on Finance:
Matters related to auditing, budget, appropriations,
general obligation and revenue bonds, taxes,
inter-governmental revenues, licenses, fees, liquor
control, police and fire protection, personnel
transactions, policy, destruction of records, and
civil defense." -

WIIEREAS, Resolution No. 330, dated February 7, 19[9, sets
the utinimum .retention period at five years; and

NOW THEREFORE BE IT RESOLVED that the chairman of t}re finance
committee represent all of its members to serve on the "Conuaittee
for Destruction of Records" arzd tYrat he be authorized to ta):e
necessary action relatiny to such duty.

RESOLUTION RELATING TO THE h".INIMUM RETENTION PERIOD FOR
VOUCHERS, DOCUh~iENTS AND OTHER RECORDS OR PAPERS NOT
REQUIRED TO BE PERMANENIZY RETAINED.
WHEREAS, Section 138-8, Revised Laws of Hawaii 1955,
as amended, authorizes the legislative body of the County
by resolution to fix the minimum period all County vouchers,
documents and other records or papers, exclusive of records
required, either by law or by the legislative body of the
County, to be permanently retained, shall be retained by
County department, board or commission.
NOW, THEREFORE, BE IT RE5OLVED~BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii• that all
County vouchers, documents and other records or papers,
exclusive of records required by law or by the board of
supervisors to be permanently retained, shall be on
file and retained for a minimum period of 5 years by
County departments, boards and commissions.
BE IT FURTHER RESOLVED that Resolution No. 318 is
hereby repealed.

WHEREAS, Section 46-44, Hawaii Revised Statutes,
provides that the director of finance with the approval
of the legislative body and legal advisor of the county,
may authorize the destruction by burning, machine shredding,
chemical disintegration, or any acceptable method of
disposal of (1) all warrants of the county which .have been
paid and which bear any date ten years prior to the date of
destructign, and (2) all bonds and interest coupons of the
county which have been cancelled or paid and which bear
any date two years prior to the date of destruction, and
that the legislative body may require reports of such
destruction;
WHEREAS, the County normally issues serial bonds
with interest coupons attached and a record is kept of all
coupons and bonds paid; and
WHEREAS, the worthless thousands of.cancelled
warrants and paid coupons and bonds occupy valuable space;
NOW THEREFORE BE IT RESOLVED that the director of
finance be authorized to destroy now and in the future by
any acceptable method of disposal (1) all paid warrants
which bear any date ten years prior to the date of destruction
and (2) all bonds and interest coupons of the County which
have been cancelled or paid and which bear any date two
years prior to the date of destruction.
BE IT FURTHER RESOLVED that the director of
finance submit a report of destruction at the end of every
fiscal year showing the number of coupons and bonds destroyed
by issue and warrants destroyed by funds and the period of
time that the warrants were issued.
