Dv'HEREAS, Federal, State and County agencies have strong
commitments toward the elimination of drug trafficking in the State
of Hawaii; and
WHEREAS, t[~e Chief of Police of Hawaii County is in total
support of the State Attorney General's advocation of a tougher
stance on drays in Hawaii; and
WHEREAS, to combat drug trafficking through our harbors and
airports the Chief of Police is seeking a space at the Keahole
Airport terminal for a police operation; and
WHEREAS, the Keahole Airport, which is scheduled for expansion,
will become the State's second busiest air terminal and the
placement of a police operation at the terminal is vital for the
continuing effort in the interception and seizure of
incoming-outgoing drugs; and
WHEREAS, the Chief of Police has indicated to the State
Transportation Director and the Director of Airports the urgent need
for a police operation quarters at Keahole terminal.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the Governor of the State of Hawaii to take
immediate steps to provide some facility for the police operation at
the Keahole Airport terminal and to direct the heads of the State
Transportation Department and the State Airports Division to take
appropriate action.
BE IT FURT'HEk RESOLVED that the Department of Transportation be
requested to recognize and include in their Keahole Airport Master
Plan a drug enforcement program.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable John Waihee,
Governor of the State of Hawaii; to all Big Island legislators;
[4r. Ed Hi rata, Director of Department of Transportation, State of
Hawaii; and the Honorable Bernard Akana, Mayor of the County of
Hawaii.

Your Committee on Finance, to which was referred Resolution
No. 60-89, reports as follows:
The purpose of Resolution No. 60-89 is to support the Chief of
Police of the County of Hawaii in establishing a police operation at
the Keahole Airport terminal. It refers to the State Attorney
General's advocation of a tougher stance on drugs and the need to
combat drug import-export activities through our harbors and
airports.
The resolution requests the Governor of the State of Hawaii to
direct the heads of the State Transportation Department and the
Airports Division in accommodating a police operation at the Keahole
Airport terminal.
Your Committee was informed by the Police Department that the
airport space was to be used as quarters for on-duty officers and
police dogs and is not to be identified as another substation.
The Committee Chair also announced that the State Department of
Transportation has verbally agreed to provide space at the Keahole
Airport in the cargo operation area.
Your Committee on Finance has amended Resolution 60-89 to
accommodate the need to include the police operations in the Keahole
Airport Master Plan and recommends the adoption of Resolution
No. 60-89, Draft 2.
