COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION
WHEREAS, Section 10-11 of the County Charter requires that
any contract, lease or other obligation requiring payment of funds
from appropriations of a later fiscal year or of more than one
fiscal year be approved by resolution of the Council, and
WHEREAS, the County currently procures sole source
maintenance services from Wang Laboratories for several computer
systems and peripherals; and
WHEREAS, the County can control future costs and achieve
significant savings by entering into a five year maintenance
agreement;
NOW, THEREFORE, BE IT RESOLVED by the Council of the County
of Hawaii:
1. That it approve the Wang Maintenance Agreement for all
County Wang computer equipment for a five year period; and
2. That sufficient funds be budgeted in future fiscal years
to cover the obligation of the County under the maintenance
agreement.

Your Committee on Finance, to which was referred Resolution
No. 65-89, reports as follows:
The purpose of Resolution No. 65-89 is to approve a proposed
computer equipment maintenance contract for all of the Wang
equipment used by the County of Hawaii.
Communication No. 575 from the Director of Finance states that the
proposed 5-year contract, which allows cancellation after two years
with a 180-day notification by either party, would save the County
an estimated $40,000 annually. The proposal is said to derive
bigger dividends when future equipment purchases are made at a
20 percent discount. Also, the response time to equipment repair
requests should improve under the new proposal.
The Data Processing Division was requested to provide proposed plans
to upgrade its equipment and program so that fiscal budgeting can
incorporate cost for new equipment. It was also stated that the
Committee on Finance would like to review the terms and conditions
of the 5-year contract before it is ezecuted.
Your Committee confirmed that Section 10-11 of the Hawaii County
Charter stipulates that any contract, lease or other obligation
requiring the payment of funds from appropriations of a later fiscal
year shall be approved by resolution.
Your Committee concurred with the intent of Resolution No. 65-89 and
recommended its adoption. However, the Council, at its meeting of
June 21, 1989, referred Resolution 65-89 back to committee for
further review.
Your Committee again considered the resolution at its meeting of
August 29th but deferred action to get additional information on the
maintenance agreement.

Hy Communication 937, the Data Processing Manager has responded to
questions regarding the Wang computer system, maintenance agreement
and related issues.
At its October 24, 1989 meeting, your Committee was informed by the
Director of Finance that the administration will not be pursuing a
long-term maintenance contract for this fiscal year. After hearing
the concerns raised in previous meetings by Councilmembers, the
Administration has determined that it would abide by the Council's
reluctance to enter into a long-term contract.
Your Committee did point out that Data Processing has eapanded well
beyond financial considerations. Your Committee further requested
that the Administration review the status of the Data Processing
operations and to submit its recommendations as to whether the
program should remain as a division of the Finance Department or
should the division be eapanded into a department stature.
In its request for a status report, your Committee also recognized
that equipment may be a consideration. In considering equipment
needs, your Committee suggested that other equipment and software
supplies be considered.
Your Committee on Finance does not concur with the intent of
Resolution No. 65-89 and recommends that the Council close the file
on said resolution.
