WHEREAS, the elderly population of the United States is growing
larger, both in numbers and as a percentage of total population; and
WHEREAS, demographic data indicates that Hawaii is following
this national trend; and
WHEREAS, today's older generation is more affluent, better
educated, healthier and more active than previous generations; and
WHEREAS, this demographic trend will require that everyone
across the country, including the County of Hawaii, will have to
readjust their thinking, their institutions and their services to
accommodate this growing segment of our population; and
WHEREAS, one of the policies of the Economic Element of the
County General Plan states that, "The County of Hawaii shall
encourage the continuing development of the retirement industry;" and
WHEREAS, many of our visitors are senior citizens; and
WHEREAS, there will be an increasing number of Hawaii residents
entering their age of retirement; and
WHEREAS, many senior citizens have already moved to our island
and established residences; and
WHEREAS, Hawaii County has an abundance of land, sunshine and
comfortable year-round weather, and some evidence has been published
that people live longer in Hawaii; and the retirement industry is an
appropriate industry for the County to expand; and
WHEREAS, the retirement industry has come to include, but is not
limited to, retirement communities, congregate living facilities,
life care communities, rehabilitation facilities, health care
facilities and health care services, health spas, and recreational
facilities; and
WHEREAS, the County of Hawaii has a very successful and
comprehensive senior citizen program and activities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the County Administration will determine resources
necessary to satisfactorily do an investigation, determine the scope
of work and report back to the County Council within six months from
the date of this resolution.
BE IT FURTHER RESOLVED that copies of this resolution shall be
forwarded to Mayor Bernard K. Akana; William Takaba, Executive,
Office of Aging; Scott Leithead, Housing Administrator, Office of
Housing and Community Development; Duane Kanuha, Director, Planning
Department; Larry Tanimoto, Director, Department of Parks and
Recreation; and Lynn Maunakea, Director, Department of Research and
Development.

NOW, THEREFORE BE I'1' RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Administration of the County of Hawaii is
requested to coordinate the promotion of retirement related
economic activities and develop promotional materials directed
toward senior citizens to encourage them to settle on our island.
BE IT FURTHER RESOLVED that the County Administration will
determine resources necessary to satisfactorily do this
investigation, determine the scope of work and report back to the
County Council within six months from the date of this resolution.
BE IT FURTHER RESOLVED that copies of this resolution shall be
