RESOLUTION AFFIRMING THE COUNTY OF HAWAII'S ACTIVE PARTICIPATION IN, AND
THE ENCOURAGEMENT OF, MAXIMUM LOCAL SUPPORT OF THE "JOINT VENTURE FOR
AFFORDABLE HOUSING" PROGRAM.
WHEREAS, there exists a national and local crisis in the
affordability of housing; and
WHEREAS, only fifteen (15) percent of potential homeowners can now
afford a new home; and
WHEREAS, homeownership provides benefits to the individual, the
community, the state, and the nation; and
WHEREAS, there is evidence that some local, state, and national
regulations may unduly impact the cost of housing; and
WHEREAS, the County of Hawaii has long recognized the need to waive
certain County requirements and has exercised its Housing powers under
HRS §201E to lower the development cost for affordable Housing Projects;
and
WHEREAS, the United States Department of Housing and Urban
Development, as part of the "Joint Venture for Affordable Housing," is
encouraging active participation; and
WHEREAS, the Department of Housing and Urban Development in selecting
communities for participation desires maximum local support in
identifying and modifying local regulations that may increase cost; and
WHEREAS, the County of Hawaii desires to fully participate in the
"Joint Venture for Affordable Housing" so as to expand housing
opportunities in the community; and
WHEREAS, it is the desire and the intent of the Mayor and the members
of the County Council to actively participate in and encourage the "Joint
Venture for Affordable Housing."
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the County of Hawaii affirms its active participation in, and the
encouragement of, maximum local support of the "Joint Venture for
Affordable Housing."
BE IT FURTHER RESOLVED that copies of this Resolution be sent to the
Manager of the U.S. Department of Housing and Urban Development and the
Administrator of the Office of Housing and Community Development.

The Office of Housing and Community Development has submitted to the
Hawaii County Housing Agency (HCHA) a resolution affirming the County of
Hawaii's active participation in, and the encouragement of, maximum local
support of the "Joint Venture for Affordable Housing" Program.
The HCHA has reviewed and approved the resolution at its meeting of
July 19, 1989. Accordingly, I am requesting that the resolution be
included on the Council agenda for action at its August 2, 1989, meeting.
