RESOLUTION AUTHORIZING MAYOR BERNARD K. AKANA TO PREPARE AN
APPLICATION TO THE U. S. DEPARTMENT OF TRANSPORTATION FOR
FINANCIAL ASSISTANCE TO RENOVATE THE MOOHEAU BUS TERMINAL UNDER
THE MASS TRANSPORTATION ACT OF 1969, AS AMENDED.
WHEREAS, the U. S. Secretary of Transportation is
authorized to grant funding for mass transportation projects; and
WHEREAS, under chapter 51, Hawaii Revised Statutes, the
County is authorized to apply for federal mass transit grants
and to provide for its share of the project funds; and
WHEREAS, the Mooheau bus terminal is the Hele-On bus
system's only main terminal serving as a gateway into historic
Downtown Hilo; and
WHEREAS, the terminal, which maintains restroom facilities,
serves transit patrons as well as users of the surrounding
Mooheau park area which holds various community activities and
recreational events all year round; and
WHEREAS, the terminal structure, which is more than
35 years old, has deteriorated over the years, compounded by
constant exposure to the nearby ocean mist; and
WHEREAS, the building's rafters are termite eaten and
rotted in various places, causing increasing concern for the
safety of the structure and the public; and
WHEREAS, the facility is presently not fully accessible to
physically handicapped individuals; and
WHEREAS, the renovation will consist of replacing all
wooden members of a basically concrete t he structure, rewiring
and replacing all electrical fixtures, making the facility
accessible to the handicapped, landscaping the surrounding area
and replacing the existing roof design with one resembling the
adjoining Mooheau park bandstand, a state historical landmark;
and
WHEREAS, when fully renovated, the Mooheau bus terminal
will enable the County of Hawaii to provide a safer and
healthier environment for the users of the Hele-On bus system,
including physically handicapped individuals, thereby
encouraging greater use of the public transit system; and
WHEREAS, maintenance and energy costs will be reduced
through structural and design modifications while providing an
improved appearance of the facility; and
WHEREAS, the project will significantly improve the
appearance of Downtown Hilo, promoting and encouraging business
and commerce back into the area; and
WHEREAS, on November 30, 1988, the County Council passed
Resolution No. 495-88 authorizing then mayor Dante K. Carpenter
to prepare an application to the U. S. Department of
Transportation for financial assistance to renovate the Mooheau

bus terminal under the mass transportation act of 1964, as
amended; and
WHEREAS, then mayor Dante K. Carpenter has since been
succeeded by current mayor Bernard K. Akana; and
WHEREAS, the U. S. Department of Transportation requires,
as a prerequisite of the financial assistance application, a
resolution which correctly names the current mayor and
authenticates Hawaii County's intent and assures compliance with
provisions imposed with the financial assistance grant including
the local share of the project cost,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII THAT: in accordance with the provisions of
chapter 51, Hawaii Revised Statutes, Mayor Bernard K. Akana is
authorized to execute and file an application on behalf of the
County of Hawaii with the U. S. Department of Transportation to
aid in the financing of the renovation of the Mooheau bus
terminal and that the County of Hawaii will comply with all
provisions and obligations imposed in connection with the
application for federal assistance under the Urban Mass
Transportation Act of 1964, as amended, including its local
share of funding ($8,000) of the project cost.
BE IT FURTHER RESOLVED that the clerk of the County of
Hawaii is hereby directed to transmit copies of this resolution
to the U. S. Secretary of Transportation.

Attached for your consideration is a resolution which
authorizes the Mayor to execute and file an application on
behalf of the County of Hawaii with the U. S. Department of
Transportation (DOT) to aid in the financing of the renovation
of the Mooheau bus terminal and that the County of Hawaii will
comply with all provisions and obligations imposed in
connection with the application for federal assistance,
including its local share of funding of project cost.
This resolution correctly names the current Mayor and
re-authenticates Hawaii County's intent and assurance with the
provisions imposed with the financial assistance grant since
the previous resolution no. 495-88, passed on November 30,
1988, had authorized then Mayor Dante K. Carpenter to execute
and file the subject application.
This action will satisfactorily meet the prerequisites of the
financial assistance application as requested by U. S. DOT.
