Hale IGRC Chairwoman RE: Resolution 85-89 Tropical Fish Reserve Area The Committee on Inter-Governmental Relations, at its meeting of September 11, 1989, after reviewing communications received and listening to testimonies, amended the first paragraph on Page 2 of Resolution 85-89 to read as follows: "NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges the [Legislature of the State of Hawaii] State Department of Land and Natural Resources to establish a [reserve area on the coastal waters from Kaiwi Point to the area fronting Casa-de-Emdeko] permit system-for tropical fish collecting that would permit. the areas in_which tropical fish can be collected along the Biq Island coastal waters; and" Resolution 85-89, Draft 2, is again being referred to your department for review and comments. We would appreciate your office contacting the Department of Land and Natural Resources for their recommendations on a permitting system for tropical fish collecting, as per the amendment. RESOLUTION No, 85 89 WHEREAS, the Island of Hawaii has experienced the decline of tropical reef fish over the last few years, particularly in Kona waters; and WHEREAS, the depletion of tropical reef fish includes the paku'iku'i (acanthurus achilles) only found in the Hawaiian island chain, which has decreased in population by 75~ since as early as 1976; and WHEREAS, the lau'ipala or yellow tang (zebrasoma flavescens), known to be the brightest and strongest of the species found in tropical island waters, which once roamed in schools of over 100, are depleted by 85~ as of the 1976 study by S.A. Kahanamoku, Jr.; and WHEREAS, the kihikihi or butterfly fish (zanolus canascens) has also been reduced by 65~ of the population as of 1976 as documented by S.A. Kahanamoku, Jr., and WHEREAS, the most famous of all Hawaiian species, the humuhumunukunukuapuaa (rhinecanthus rectangulus) has suffered a 60~ depletion in the Kona waters; and WHEREAS, it has been estimated that Kailua-Kona Bay and adjoining coastal waters have experienced a 908 loss of tropical reef fish from pollution by high speed motor boating, dumping of fish carcass by charter boats, and pollution by cruise ships; and WHEREAS, operators of dive shops, glass bottom boats, fish collectors, and wholesalers of tropical fish all contribute to the diminishment of the tropical reef fish population by harvesting in these waters; and WHEREAS, the loss or diminishment of any species of tropical fish robs our Big Island of a unique natural resource which is not easily replenished; and WHEREAS, tropical reef species are in need of protection so that this attribute of Hawaii's unique environment will be preserved for future generations to enjoy. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it urges the Legislature of the State of Hawaii to establish a reserve area on the coastal waters from Kaiwi Point to the area fronting Casa-de-Emdeko; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this Resolution to the Honorable John Waihee, Governor of the State of Hawaii; to all the Big Island legislators; and to Mr. William Paty, Director, Department of Land and Natural Resources.
