RESOLUTION No. 88 89 WHEREAS, the Council of the County of Hawaii has become aware of a vine, Coccina Grandis, which is rapidly spreading throughout the Kona District; and WHEREAS, this vine is progressively smothering plant life and if left unchecked poses a serious threat to our native forests; and WHEREAS, the State of Hawaii, recognizing the threat of plant pests to our State, already has specific funded programs for the eradication and control of various plant pests including the firetree, gorse, and banana poka; and WHEREAS, the Council of the County of Hawaii believes that before Coccina Grandis becomes firmly established on the island of Hawaii, action must be taken to control it. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it requests the State of Hawaii to include Coccina Grandis as one of its recognized plant pests and to embark on a eradication and control program. BE IT FURTHER RESOLVED that the Clerk of the County transmit copies of this resolution to the Honorable John D. Waihee III, Governor of the State of Hawaii, the Honorable Richard S. H. Wong, President of the Senate, the Honorable Daniel J. Kihano, Speaker of the House of Representatives, the Chairman of the Department of Agriculture, the Chairman of the Department of Land and Natural Resources, and to each of the members of the Big Island Legislative delegation. Yamashiro, Chairman Committee on Public Works Hawaii County Council Hilo, Hawaii 96720 Your Subcommittee on Beautification to which was referred Resolution No. 88-89, reports as follows: The purpose of Resolution No. 88-89 .is to alert the State of Hawaii of a vine, Coccina Grandis, which .is Capidly spreading throughout the Kona District and progressively smothering plant life. If left unchecked, this vine poses a serious threat to our native forests. Resolution No. 88-89 requests the State to therefore include Coccina Grandis as one of its recognized plant pests and to embark on a eradication and control program. Your Subcommittee on Beautification is in accord with the purpose of Resolution No. 88-89 and recommends its adoption by the County Council. ROBERT H.
