Re: Res. 89-89/IGRC-27 /^ COUNTY OF HAVY! ~~;{STATE OF HAWAII RESOLUTION No. ~ 89 WHEREAS, the Fifteenth State Legislature of the State of Hawaii, in the passage of Act 316, Session Laws of Hawaii 1989, at Item 36, did appropriate and authorize the sum of $5,200,000 in Capital Improvements Project (CIP) funds to be expended by the County of Hawaii for the Puainako Street Extension; and WHEREAS, the Puainako Street Extension, Program No. SUB301 Item No. 36, includes the plans, design and construction to complete Phase I construction for the Puainako Street Extension from Komohana Street to Wilder Avenue, situated in Punahoa, District of South Hilo, which project site is further shown on the location map attached hereto as Exhibit "A" and made a part hereof; and WHEREAS, Program No. SUB301, Item No. 36, will provide to the extent possible for the initial phase of design, land acquisition, and Phase I construction to include road excavation, embankment and drainage for the Puainako Street Extension from Komohana Street to Wilder Avenue in the vicinity of Kaumana; and WHEREAS, it is anticipated that Program No. SUB301, Item No. 36, is sufficient to fund Phase I of this project being approximately 6.15 miles in length and will be completed in Phase II contingent upon final appropriation by the State Legislature; and WHEREAS, the Council finds that construction of this project will improve the highway system between Kaumana and Komohana Street, reducing traffic on the present Kaumana Drive which is substandard for the amount of peak traffic it now handles, and further will reduce travel time cross-island via the Saddle Road to South Kohala Resort areas and West Hawaii making cross-island employment more feasible; and WHEREAS, the Council finds that this project will provide another route for Kaumana residents to downtown and the Hilo residential area inasmuch as the only existing route between upper Kaumana and the business section of Hilo is through Kaumana Drive which is a narrow, meandering two-lane road; and WHEREAS, the Council further finds that completion of the Puainako Street Extension will provide a second road that would be available in case of emergency closing of the existing route due to lava flows and other emergency situations; and WHEREAS, the request for release of said capital improvement project funds to the County of Hawaii requires the consent and approval of the Council, as set forth in Governor Waihee's Memorandum No. 88-16, dated July 1, 1988, para. IV, C; and WHEREAS, the Council finds that the release of said funds is necessary for the plans, design and construction of the Puainako Street Extension Phase I to the extent possible. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council approves and concurs with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $5,200,000, which amount represents the sum of $104,000 for plans, $208,000 for design costs, and $4,888,000 for construction costs in Capital Improvement Project funds authorized by Act 316, Program No. SUB301, Item No. 36, Session Laws of Hawaii 1989, for the Puainako Street Extension project. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; to all Big Island legislators; and the Honorable Bernard Akana, Mayor of the County of Hawaii. The Chief Engineer in Communication 607 addressed to your Committee stated he anticipated making a request for the release of monies, appropriated by the Fifteenth Legislature, for completing the remaining planning, EIS, design and construction of Puainako Street extension. He requested a resolution in support of this project. This resolution is offered pursuant to the Chief Engineer's request and to Governor John Waihee's Memorandum No. 88-16, paragraph IV, C, dated July 1, 1988 which requires the Council's consent before a request may be made by the expending agency for release of funds. This resolution asks for the release of $5,200,000 which amount represents the sum of $104,000 for plans, $208,000 for design costs, and $4,888,000 for construction costs in Capital Improvement Project funds authorized by Act 316, Program No SUB301, Item No. 36, Session Laws of Hawaii 1989. This project will provide an alternate route for Kaumana residents to downtown and to the Hilo residential area. It will provide a second road that would be available in case of emergency closing of the existing route.
