Re: Res. 90-89, Draft 2/IGRC-28 COUNTY OF HA1N. ~ =;~,rSTATE OF HAWAII RESOLUTION No. 30 69 (DRAFT 2) WHEREAS, the Fifteenth Legislature of the State of Hawaii, in the passage of Act 316, Session Laws of Hawaii 1989, Program No. SUB301, Item No. 37, did appropriate and authorize the sum of $1,835,000 in Capital Improvement Project (CIP) funds to be expended by the County of Hawaii for Kailua Village Access Road; and WHEREAS, the Kailua Village Access Road project includes planning, design and construction of a mauka-makai access road connecting Queen Kaahumanu Highway and Kuakini Highway on the soutr side of Palani Road, situated at Lanihau 2nd and Moeauao 2nd, District of North Kona, Hawaii, which project site is shown on the location map attached hereto as Exhibit "A" and made a part hereof; and WHEREAS, the Kailua Village Access Road project provides for the construction of acceleration/deceleration lanes, a left-turn pocket, and traffic signal system on Queen Kaahumanu Highway at a site to be designated by the State of Hawaii, Department of Transportation; and construction of a five-lane road connecting Queen Kaahumanu Highway and Kuakini Highway situated on the south side of Palani Road, to include a traffic signal system, left-turn pocket and the widening of Kuakini Highway; and WHEREAS, the primary connector roads between Queen Kaahumanu Highway and Kuakini Highway - Kaiwi Road in the industrial area, Palani Road, the major conduit of traffic coming from the northern mauka area, and Hualalai Road connecting Holualoa to Kailua Village - are inadequate to address the problem of traffic backups and longer congestion periods occurring with increasing frequency in the Kailua business areas, and, coupled with the projected growth in business and commercial activities requires circulation improvements in this area; and WHEREAS, said improvements will allow police, ambulance, firefighters, residents, visitors, shoppers, and workers safer and quicker movements in and out of Kailua Village without prolonged delays; and WHEREAS, the monies appropriated to Program No. SUB301, Item No. 37, Kailua Village Access Road improvement project, will be constructed in conjunction with contribution from Lanihau Corporation and/or Dillingham Corporation, as required by County Ordinance No. 684 which conditioned the approval of the development of Lanihau Shopping Center on the improvement of Henry Street with curbs, gutters and sidewalks which is estimated at a cost of_ $1.3 million; and WHEREAS, the request for release of said capital improvement project funds to the County of Hawaii requires the consent and approval of the Council of the County of Hawaii, as set forth in Governor waihee's Memorandum No. 88-16, dated July 1, 1988, para. IV, C; and WHEREAS, the Council finds that the release of said funds is necessary for the plans, design and construction of the Kailua Village Access Road; and WHEREAS, the construction of this mauka-makai access road will improve traffic circulation alleviating traffic backups and congestion periods in the fast growing community of Kona. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council approves and concurs with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $1,835,000, which amount represents the sum of $5,000 for planning costs, $10,000 for design costs and $1,820,000 for construction costs, in Capital Improvement Project funds authorized by Act 316, Session Laws of Hawaii 1989, Program No. SUB301, Item No. 37, for Kailua Village Access Road improvements, in Kona, Hawaii; and BE IT FURTHER RESOLVED that the Hawaii County Council recognizes the efforts of Governor John Waihee for his vision to foresee the transportation needs for a mauka-makai connector road and improvement needed to Palani Road in addressing the traffic problems and in the creation of more "affordable" housing for our citizens; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; to all Big Island legislators; and the Honorable Bernard Akana, Mayor of the County of Hawaii. The Chief Engineer in Communication 607 addressed to your Committee stated he anticipated making a request for the release of monies, appropriated by the Fifteenth Legislature, for construction of a mauka-makai access road. He requested a resolution in support of this project. This resolution is offered pursuant to the Chief Engineer's request and to Governor John Waihee's Memorandum No. 88-16 dated July 1, 1988, paragraph IV, C, which requires the Council's consent before a request may be made by the expending agency for release of funds. This resolution asks for the release of $1,835,000 which amount represents the sum of $5,000 for planning costs, $10,000 for design costs, and $1,820,000 for construction costs in Capital improvement Project funds authorized by Act 316, Program No SUB301, Item No. 37 Session Laws of Hawaii 1989. Your Committee recommends an amendment which would delete reference to 'Henry Street". This is necessary because the exact site of the mauka-makai access road has not been finalized.
