Re: Res. 91-89, Draft 2/IGRC-29 COUNTY OF HA1A~/r; ~,~5'~ATE OF HAWAII RESOLUTION No. 91 89 (DRAFT 2 WHEREAS, the Fifteenth Legislature of the State of Hawaii, in the passage of Act 316, Session Laws of Hawaii 1989, Program No. SUB301, Item No. 38, did appropriate and authorize the sum of $500,000 in Capital Improvement Project (CIP) funds to be expended by the County of Hawaii for Palani Road improvements; and WHEREAS, the Palani Road improvements project includes the resurfacing of Palani Road located mauka of Kailua Village between queen Kaahumanu Highway and Honokohau junction, situated in Honokohau mauka, District of North Kona, Hawaii, which project site is shown on the location map attached hereto as Exhibit "A" and made a part hereof; and WHEREAS, Palani Road is the primary connector road out of Kailua Village to a major urban corridor, and this project will facilitate the movement of traffic coming from the commercial area of Kailua Village to the mauka residential areas of Honokohau, Kalaoa, and Ooma including the State's proposed Kealakehe Housing Project; and WHEREAS, said improvements will be constructed to the extent possible in conjunction with the upgrading of Palani Road with $330,000 earmarked from County fuel tax to be used for improvements to County roads, as provided in Hawaii County Council Ordinance No. 89-93; and WHEREAS, it is anticipated that monies appropriated to Program No. SUB301, Item No. 38, the Palani Road improvements project, will be sufficient to fund the resurfacing of Palani Road and that monies allocated by the County of Hawaii from the fuel tax wi].1 provide for the construction of four traffic pullover lanes on Palani Road to facilitate traffic demands along this roadway until the mauka-makai connector road between Mamalahoa Highway and Queen Kaahumanu Highway is in place; and WHEREAS, the request for release of said capital improvement project funds to the County of Hawaii requires the consent and approval of the Council of the County of Hawaii, as set forth in Governor Waihee's Memorandum No. 88-16, dated July 1, 1988, para. IV, C; and WHEREAS, the Council finds that the release of said funds is necessary for the design and construction of certain improvements to the County roadway known as Palani Road. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council approves and concurs with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $500,000, which amount represents the sum of $100,000 for design costs and $400,000 for construction costs, in Capital Improvement Project funds authorized by Act 316, Session Laws of Hawaii 1989, Program No. SUB301, Item No. 38, for Palani Road improvements; and BE IT FURTHER RESOLVED that the Hawaii County Council recognizes the efforts of Governor John Waihee for his vision to foresee the transportation needs for a mauka-makai connector road and improvement needed to Palani Road in addressing the traffic problems and in the creation of more "affordable" housing for our citizens; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; to all Big Island legislators; and the Honorable Bernard Akana, Mayor of the County of Hawaii. EXHIBIT "A" ., ,, ~r REPORT OF THE COMMITTEE ON INTER-GOVERNMENTAL RELATIONS Date: August 29, 1989 Place: Councilroom Time: 1:30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Inter-Governmental Relations, to which was referred Resolution No. 91-89, reports as follows: The purpose of this resolution is to request the release of $500,000 in capital improvement project monies appropriated by the Fifteenth Legislature for Palani Road Improvements; The Chief Engineer in Communication 607 addressed to your Committee stated he anticipated making a request for the release of monies, appropriated by the Fifteenth Legislature, for resurfacing and improvements of Palani Road beginning at Queen Kaahumanu intersection in Railua to Honokohau Junction on the upper Hawaii Belt Road. He requested a resolution. in support of this project. This resolution is offered pursuant to the Chief Engineer's request and to Governor John Waihee's Memorandum No. 88-16 dated July 1, 1988, paragraph IV, C, which requires the Council's consent before a request may be made by the expending agency for release of funds. This resolution asks for the release of $500,000 which amount represents the sum of $100,000 for design costs, and $400,000 for construction costs in Capital Improvement Project funds authorized by Act 316, Program No SUB301, Item No. 38, Session Laws of Hawaii 1989. This project is necessary to correct the deteriorated state of Palani Road before its worn condition requires costly and major restructure work requiring base course and sub-base reconstruction.
