Resolution No. 95-89/HSRC-25 Re: COUNTY OF HAW,/~~ , :S"~ATE OF HAWAII RESOLUTION No 35 i39 (DRAFT 3) WHEREAS, the Fifteenth Legislature of the State of Hawaii, in the passage of Act 316, Session Laws of Hawaii 1989, Program No. SUB 301, Item No. 39, did appropriate and authorize the sum of $600,000 in Capital Improvement Project (CIP) funds to be expended by the County of Hawaii for expansion of the Hilo Civic Auditorium; and WHEREAS, the Hilo Civic Auditorium expansion project is situated in Waiakea, District of South Hilo, Hawaii, which project site is shown on the location map attached hereto as Exhibit "A" and made a part hereof; and WHEREAS, said expansion project will include increasing seating capacity to between 5,000 to 6,000; improving accessibility for vehicles, pedestrians, and the handicapped; the addition of meeting and conference rooms which can be utilized for exhibits and conventions; and the upgrading of the electrical system to better accommodate pageants and concerts; and WHEREAS, this facility is used for state purposes for school sports and ceremonial occasions such as graduation exercises, music festivals and other such activities; and WHEREAS, the Council finds that the release of said funds is necessary for the expansion of the Hilo Civic Auditorium; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council approves and concurs with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $600,000 for design costs in CIP funds authorized by Act 316, Session Laws of Hawaii 1989, Program No. SUB 301, Item No. 39, for expansion of the Hilo Civic Auditorium; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable John Waihee, Governor of the State of Hawaii; to all Big Island Legislators; and to the Honorable Bernard Akana, Mayor of the County of Hawaii. Akana Corporation Counsel Finance Department Public Works Department REPORT OF THE COMMITTEE ON HUMAN SERVICES AND RECREATION DATE: September 27, 1989 PLACE: Councilroom TIME: 1:30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Recreation to which was referred Resolution No. 95-89, reports as follows: The purpose of Resolution No. 95-89 is to approve and concur with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $600,000 for design costs in Capital Improvement Project (CIP) funds appropriated and authorized by Act 316, Session Laws of Hawaii 1989, Program No. SUB 301, Item No. 39, for expansion of the Hilo Civic Auditorium. A letter from Representative Harvey Tajiri to Councilwoman Lai dated September 25, 1989 was circulated at the meeting and provided the following information: 1. The projected construction cost for the expansion is $8.5 million. 2. The ezpansion project calls for doubling the seating capacity; developing a new display area by replacing the roof; constructing a new stage and prop storage facility; creating meeting or committee rooms; and constructing a new lobby area. 2. Although State Budget and Finance policy required only a request for release of funds by the County Administration, a County Council resolution asking the Governor to release the appropriated monies might enhance the project and would be appreciated. Your Committee finds that the expansion project will increase the seating capacity of the Hilo Civic Auditorium to between 5,000 and 6,000. Your Committee finds that the release of the $600,000 in State CIP funds is necessary for the expansion project. Your Committee further finds that major uses of the Hilo Civic Auditorium support State educational functions, such as high school and college graduations and basketball games. Your Committee understands that State Representative Tajiri authored and pushed for this project and will be pursuing State construction funds nett year and that no County matching funds will be required for either design or construction. HSRC REPORT N0. 25 ADOPTED: `"" ~~ HSRC-25 Page 2 September 27, 1989 Your Committee Chairwoman recommended amending Resolution No. 95-89 by deleting the fourth paragraph, which cites a memo from Governor Waihee as the source of a requirement for the county council's consent and approval of the Mayor's request for release of CIP funds. Your Committee concurred with the Chairwoman's amendment.
