Your Subcommittee on Beautification to which was referred
Communication No. 814, reports as follows:
Communication No. 814 submits for review and consideration, plans for
the Kalanianaole Street Walkway Project. This project, with an
estimated cost of $57,500, proposes to extend the walkway on the
ocean side of Kalanianaole Street from the Kuhio Street entrance to
the Hilo Wharf to Kumau Street. The project consists on constructing
both concrete sidewalks and asphalt concrete walking areas. The
project also includes the construction of a drywell sump for
drainage, two 18"/wide planting areas, and two 4' wide seepage pits
which may also be planted.
Your Subcommittee on Beautification recommends that this project be
approved and implemented as planned. Your Subcommittee further
recommends that this project be referred to the Finance Committee for
funding. Your Subcommittee suggests that funds for this project can
be made available by reducing the appropriation from the
Beautification Projects Islandwide Miscellaneous Account
(5525.01-341) by $40,000 and by reducing the Beautification
Contingency Miscellaneous Charges Account (5911.22-341) by $20,000.

Your Committee on Finance, to which was referred Resolution
No. 99-89, reports as follows:
The purpose of Resolution No. 99-89 is to transfer and appropriate

The Committee on Public works accepted the report of the
Subcommittee on Beautification to approve the Kalanianaole Street
Walkway Project and that it be referred to the Finance Committee for
funding. The project, with an estimated cost of $57,500, proposes
to extend the walkway on the ocean side of Kalanianaole Avenue from
Kuhio Street to Kumau Street and will consist of constructing

The resolution was initially discussed at the Finance Committee
meeting of October 10, 1989; however, no action was taken and the
matter was referred to the administration because of origination
technicality.

Subsequently, on October 24, 1989, the Committee received
Communication No. 968 from the Mayor confirming the improper
procedure taken in requesting fund transfer by resolution.
By Communication 1010, the Mayor has advised the Committee that he
agrees to the transfer of funds and recommends passage of the
resolution. Also, Chief Engineer Hugh Ono, by letter dated
November 2, 1989, informed the committee that Resolution 99-89 meets
with their approval.
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another.
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 99-89 and recommends its adoption.
