Re: C-975 COUNTY OF HAWA„~; ;_ ;S'IrATE OF HAWAII RESOLUTION No. 204 &9 WHEREAS, the Fifteenth State Legislature of the State of Hawaii, in the passage of Act 314, Session Laws of Hawaii 1989, did appropriate and authorize the total sum of $425,000 in Capital Improvement Project (CIP) funds to be expended by the County of Hawaii for the Mainstreet Hawaii and Hilo Mainstreet Project Hawaii; and WHEREAS, the total sum of $425,000 is composed of two separate appropriations, one for $300,000 for land acquisition of the Palace Theater and one for $125,000 for plans, design and construction for the renovation and repair of the Palace Theater; and WHEREAS, the Fifteenth State Legislature of the State of Hawaii, in the passage of Act 314, Session Laws of Hawaii 1989 in Section 8 amended Act 2, Session Laws of Hawaii, Special Session 1988, Section 2, at item BED 102-1, which appropriated and authorized the sum of $300,000 in Capital Improvement (CIP) funds by changing the use of the funds from lease of Palace Theater and plans, designs, construction and equipment to purchase of Palace Theater; and WHEREAS, the Mainstreet Hawaii Project, Capital Project No. SP0202, includes the land for the purchase of the Palace Theater; and WHEREAS, the Fifteenth Legislature of the State of Hawaii, in the passage of Act 314, Session Laws of Hawaii 1989, at item 40, did appropriate and authorize the sum of $125,000 in Capital Improvement Project funds to be expended by the County of Hawaii for the Hilo Mainstreet Project, Hawaii; and WHEREAS, the Hilo Mainstreet Project, Capital Project No. SP0201, includes the plans, design and construction for the renovation and repair of the Palace Theater; and WHEREAS, the County may accept these funds and transfer them to the Hilo Downtown Improvement Association; and WHEREAS, the Hilo Downtown Improvement Association will administer the funds for the purchase and renovation of the Palace Theater; and WHEREAS, the intent of the purchase and renovation of the Palace Theater is to provide a facility for the performance of Hawaiian music, in an effort to foster, preserve and encourage the development of Hawaiian music as well as to recognize and develop local Hawaiian artists; and WHEREAS, the Council understands that the State and the Hilo Downtown Improvement Association will provide all necessary funding for the acquisition and renovation of the Palace Theater; and WHEREAS, the Council fully supports the Hilo Downtown Improvement Association's acquisition and renovation of the Palace Theater. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Council approves and concurs with a request by the Mayor of the County of Hawaii to the Governor of the State of Hawaii for the release of $425,000, which amount represents the two separate appropriations of $300,000 for acquisition of the Palace Theater and $125,000 for plans, design, and construction, in Capital Improvement Project funds authorized by Act 314, Session Laws of Hawaii 1989, for the Mainstreet Hawaii and Hilo Mainstreet Hawaii projects. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of this resolution to the Honorable John Waihee, Governor of the State of Hawaii. Re: Res. 104-89/HSRC-27 i REPORT OF THE COh1MITTEE ON HUMAN SERVICES AND RECREATION DATE: October 10, 1989 PLACE: North Kohala District Courthouse, Kapaau TIME: 3:00 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Recreation, to which was referred Resolution No. 104-89, reports as follows: The purpose bf Resolution No. 104-89 is to approve and concur with the Mayor's request to the Governor for release of $425,000 in Capital Improvement Project funds authorized by Act 314, Session Laws of Hawaii 1989, for the acqu=soiiiatednasrfollowson of the Palace Theater. Hilo Mainstreet Project, Act 314, SLH 1989, Section 2, Item 40, Capital Project No. SP0201, $125,000 for plans, design and construction for the renovation and repair of the Palace Theater. The resolution makes the following points: 1. The intent of the purchase and renovation of the Palace Theater is to provide a facility for the performance of Hawaiian music in an effort to foster, preserve and encourage the development of Hawaiian music and to recognize and develop local Hawaiian artists. 2. HSRC REPORT NOS ~~ NC!V ADOPTED: HSRC-27 Paqe 2 October 10, 1989 Your Committee heard from the Executive Director of the Main Street Program that the Downtown .Improvement Association (DIA) worked for 2-1/2 years to obtain the State funds to acquire the parcel. The Palace Theatre is one of four structures in the Downtown Hilo area targeted for renovation/preservation by the Main Street/DIA organizations. (Other structures are Bata's and former Kress and Woolworth). The estimated cost to renovate the Palace Theatre is $1.2 million, acquisition cost included. It was reported that more State funds are expected to be appropriated in the forthcoming Legislature. It was also reported that the building is in much better condition than anticipated. Your Committee was informed that it is hoped that the Palace Theatre could be turned into the "Home of Hawaiian Music". it is anticipated that a non-profit organization will be in charge of operation and is just about organized. Funding will come from the following sources: 1. Federal Fund$ (Native Hawaiian Act) 2. Concerts . 3. Private Foundations County funds are not being anticipated. Your Committee finds that the release of the $425,000 in State Capital Improvement Project funds is necessary for the purchase and renovation of the Palace Theater. Your Committee further finds that a performance area for Hawaiian music and dance would benefit the public.
