wHEKEAS, Deputy Chief of Police Wayne G. Carvalho retired from
active service with the Hawaii County Police Department on
October 1, 1989; and
tvHEREAS, Deputy Chief Carvalho's illustrious career spanning
25 years began on Cctober 1, 19bQ and saw him rise through the ranks
until his appointment in 1583 as Deputy Chief of Police; and
WHEREAS, in 1977 Ueputy Chief Carvalho, then a captain, was
given the honor of representing the State of Hawaii at the FBI

kiHEREAS, Ueputy Chief Carvalho's contributions provided much of
the directions for the recent growth of the department; and
WHEREAS, Deputy Chief Carvalt,o's final assignment, °The Hawaii
County Police Department's isanpower and Facility Needs Through the
Year 2010," will insure continuity for the department into the 21st
century.

IIAY:AII that it extends to Deputy Police Chief ~;ayne G. Carvalho its
congratulations, best wishes, and sincere gratitude on the occasion
of his retirement.
5E IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a true copy of this resolution to Ueputy Chief Wayne C.

Your Committee on Finance, to which was referred Resolution
No. 106-89, reports as follows:
The purpose of Resolution No. 106-89 is to recognize Deputy Chief of
Police Wayne G. Carvalho for his contributions in the growth of the
department, his distinguished honor of representing the State of
Hawaii at the FBI National Academy, and his efforts in preparing the
report on "The Hawaii County Police Department's Manpower and
Facility Needs Through the Year 2010". He retired on October 1,
1989 after 25 illustrious years with the Hawaii Police Department.
The resolution eztends to Deputy Police Chief Carvalho best wishes
and "aloha" on his retirement.
Your Committee on Finance concurs with the intent of Resolution
No. 106-89 and recommends its adoption.
