Home My WebLink AboutRES 114 Draft 01 1988-1992COUNTY OF HAW.;A.~, :.::;.STATE OF HAWAII RESOLUTION No, 114 89 WHEREAS, Housing and Urban Development (HUD) Secretary Jack Kemp has proposed changes to the Community Development Block Grant (CDBG) program in light of recent HUD scandals; and WHEREAS, his reform package could restrict the flexibility with which officials respond to locally defined revitalization priorities; and WHEREAS, proportionate accounting will force counties to fund projects in areas with high concentrations of low and moderate income persons and serve as a disincentive to stabilize or revitalize declining mixed income communities; and WHEREAS, the proposal creates bias in housing rehabilitation activities because of targeting of the low and moderate income groups; and WHEREAS, counties will incur expenses in surveying low and moderate income areas in order to receive maximum credit for benefiting lower income people; and WHEREAS, counties will not be able to use CDBG to prevent or eliminate slums and blight or to meet urgent community development needs because all projects in affluent areas would have to satisfy the low and moderate income benefit objective; and WHEREAS, proportionate accounting would cause the percentages of targeting CDBG funds to low and moderate income persons to drop considerably based on lower income persons being dispersed throughout the county; and WHEREAS, the requirement of grantees and states to formulate an antipoverty strategy changes the legislative intent of the CDBG program which is to develop viable urban communities by providing decent housing and suitable living environment and expanding economic opportunities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the CDBG changes proposed by HUD Secretary Jack Kemp are contrary to the original legislative intent of the CDBG program and will have a negative impact on our existing and future community and economic development plans. BE IT FURTHER RESOLVED that members of our congressional delegation and the National Association of Counties are requested to contact and urge the Senate and House Banking Committee members not to adopt the proposed CDBG changes. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be directed to transmit copies of this resolution to the Honorable Daniel K. Inouye, United States Senator; the Honorable Spark M. Matsunaga, United States Senator; the Honorable Daniel K. Akaka, United States Representative; the Honorable Patricia Saiki, United States Representative and to the National Association of Counties.
