WHEREAS, Article V, Secticn 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council...", and
WHEREAS, environmental engineers from the Department of Health
conduct annual operation and maintenance inspections; and
WHEREAS, one of the recommendations following their June 15,
1989 inspection was to increase staff for East Hawaii in light of
the fact that the present staffing of eight people to operate and
maintain four treatment plants (Hilo, Kulaimano, Papaikou, and
Kapehu) as well as nine sewage pump stations appears inadequate to
accomplish all necessary operation and maintenance tasks; and
WHEREAS, these facilities operate eight hours a day for 365 days
a year, causing a shortfall of 5,784 hours per year; and
WHEREAS, two (2) Assistant Wastewater Treatment Plant Operators
and one (1) Assistant Clerk-Typist would ease the burden of the
other operators as well as the corollary duties of the
administration; and
WHEREAS, an additional appropriation of $18,892 is needed to
fund these three (3) positions for four (4) months; and
WHEREAS, funds must be transferred into the salaries and wages
account of the Wastewater Division of the Department of Public
Works; and
WHEREAS, funds are available in the Contingency Account of the
Sewer Fund,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that two (2) Assistant Wastewater Treatment Plant Operator
positions and one (1) Assistant Clerk-Typist position be created.
BE IT FURTHER RESOLVED that additional funds are needed to fund
these three (3) positions.
BE IT FURTHER RESOLVED that $18,892 be transferred from the
Contingency Account of the Sewer Fund to the Regular Salaries and
Wages account of the Wastewater Division of the Department of Public
Works.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Public Works, Civil Service and
Finance.
