RESOLUTION No. 124 8g
WHEREAS, the County of Hawaii is experiencing a shortage of
registered nurses during a time of almost full employment resulting
from job opportunities in fields other than nursing; and
WHEREAS, the cost containment trend of shorter hospital stays
has resulted in a higher proportion of the patient populations being
acutely ill and consequently, a higher proportion of the nursing
staff must be professional Registered Nurses; and
WHEREAS, because hospitals will increasingly treat the acutely
ill, emergencies, and trauma cases, the number of professional
Registered Nurses needed for community based care will increase in
the areas of public health and home health; and
64HEREAS, a Bachelor of Science in Nursing degree is required for
licensure as a professional Registered Nurse (R.N.) and for entry
into public health and home health nursing, graduate nursing
education programs, and military nursing with officer status; and
WHEREAS, the opportunities for career advancement that would
result from completion of the Bachelor of Science in Nursing program
would also result in less nursing staff turnover at Big Island
hospitals and greater reliability of nursing services; and
WHEREAS, the University of Hawaii at Hilo used to offer a
Bachelor of Science in Nursing degree through a federally funded
outreach program from Manoa until federal funding was cut in 1984;
and
WHEREAS, a degree program at the University of Hawaii at Hilo
for a Bachelor of Science in Nursing would allow Big Island
residents to obtain professional R.N. licenses and to advance on the
nursing career ladder without leaving their families and jobs and at
a more affordable cost than similar programs located off-island; and
WHEREAS, the Big Island community has long supported the nursing
program at the University of Hawaii at Hilo; and
WHEREAS, on December 14, 1989 the Board of Regents of the
University of Hawaii will consider the establishment of a Bachelor
of Science in Nursing Program at the University of Hawaii at Hilo.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports the establishment of a Bachelor of Science
in Nursing Program at the University of Hawaii at Hilo as a way to
increase the career advancement options for nurses, attract and
retain nurses at our hospitals, and provide improved health care for
the Island of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to Dr. Kenneth M. Kato,
Chairperson, Board of Regents, University of Hawaii; Dr. Albert J
Simone, President, University of Hawaii; Dr. Edward J. Kormondy,
Chancellor, University of Hawaii at Hilo; and Dr. Genevieve L.
Kinney, R.N. Ph.D., Director of Nursing Programs and Nursing
Faculty, University of Hawaii at Hilo.

COMPIITTEE ON HUMAN SERVICES AND RECREATIOPJ

Your Committee on Human Services and Recreation to which was referred
Resolution No. 121-89, reports as follows:
The purpose of Resolution No. 121-89 is to support the establishment
of a Bachelor of Science in Nursing Program at the University of
Hawaii at Hilo.
Your Committee is aware of the following:
1. A Bachelor of Science in Nursing degree is required for
a professional Registered Nurse (R.N.) license;
2. U.H. at Hilo's nursing program stops at the technical
Registered Nurse level;
3. U.H. at Hilo previously offered a B.S. in Nursing degree
through a federally funded outreach program from U.H. at
Manoa, but federal cuts ended that program in 1984;
4. A B.S. in Nursing degree is required for many public
health, home health and hospital jobs;
5. A greater proportion of nurses will need B.S. degrees in
the future as hospitals increasingly care for only the
acutely ill and emergencies and as nursing moves into
community care; and
Your Committee heard testimony from Dr. Genevieve L. Kinney, R.N.
Ph.D., Director of Nursing Programs and Nursing Faculty, University
of Hawaii at Hilo, regarding the need for a complete career ladder
that allows people to enter the Nursing Program and stop at the
Licensed Practical nurse level, the Associate of Science in Nursing
level or to qo on to the professional Registered Nurse level. She
also stated that Hawaiians and Filipinos are underrepresented in
nursing.
A Committee member commented that she recently learned that there is
a shortage of nurses and that 4,000 more nurses will be needed in the
State of Hawaii in a few years.
