WHEREAS, adult guidance and protection play a vital role in the
healthy growth and character formation of children; and
WHEREAS, Hawaii's working parents often find it difficult to
provide care, guidance, supervision, and a secure environment for
their children after school; and
WHEREAS, after-school child care services are not available or
affordable for large numbers of Hawaii's working families; and
WHEREAS, there are more than 20,500 latchkey children in the
State's public elementary schools who receive no adult care or
guidance after school; and
WHEREAS, the Governor's Subcabinet on Child Care and Early
Education, chaired by the Lieutenant Governor, has designed the
After-School Plus or "A-Plus Program" to provide care after school
for latchkey children of working parents in Hawaii's public schools;
and
WHEREAS, Section 296-49, Hawaii Revised Statutes, authorizes the
State Department of Education to conduct after-school programs; and
WHEREAS, the "A-Plus Program" will be operated by the State
Department of Education; and
WHEREAS, the cost to families who participate in "A-Plus" will
be $23.00 per child per month, an amount which is approximately
one-fourth to one-third the cost of private child care programs in
the County of Hawaii; and
WHEREAS, this fee will be waived for children participating in
the free and reduced priced lunch program; and
WHEREAS, the "A-Plus Program" will begin operation on
February 5, 1990; and
WHEREAS, the "A-Plus Program" had received nearly 19,000
applications by mid-December 1989 and 2,618 of those applications
were from residents of Hawaii County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it hereby supports the After-School Plus or "A-Plus
Program" as a significant and historical step towards meeting the
needs of Hawaii's latchkey children with a well developed program
that would provide a secure environment and academic support
activities.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii
hereby commends the Governor's Subcabinet on Child Care and Early
Education and the Department of Education for their efforts to
provide affordable after-school programs.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable John D.
Waihee III, Governor of the State of Hawaii; the Honorable
Benjamin J. Cayetano, Lieutenant Governor of the State of Hawaii;
Mr. Charles T. Toguchi, Superintendent of Education; Mr. Francis
McMillen, Chair, Board of Education; and Dr. Alan R. Garson, Hawaii
District Superintendent.

Your Committee on Human Services and Recreation to which was referred
Resolution No. 128-90, reports as follows:
The purpose of Resolution No. 128-90 is to express the support of the
Hawaii County Council for the After School Plus or "A-Plus Program"
and to commend the Governor's Subcabinet on Child Care and Early
Education and the Department of Education for their efforts in
developing this after_school program.
Your Committee finds that adult guidance and protection does play a
vital role in the healthy growth and character formation of children
and that many of Hawaii's working parents are unable or find it
difficult, due to the cost and or availability of supervised
after-school child care services, to provide this needed guidance and
protection. Your Committee finds that the governor's Subcabinet on
Child Care and Early Education has recognized this shortcoming and
has designed such a program which will provide, under the operational
control of the Department of Education, needed adult care and
guidance for many of our public elementary school children.
Your Committee on Human Services and Recreation is in accord with the
purpose of Resolution No. 128-90 and recommends its adoption by the
