RESOLUTION No. 130 9@
WHEREAS, Article V, Secticn 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council...", and
WHEREAS, there is one (1) Lifeguard II (Beach) position located
in the Aquatics Division of the Department of Parks & Recreation
budgeted in Kona to cover the Kahaluu Beach Park; and another
full-time Lifeguard II (Beach) approved for White Sands effective
October 1, 1989; and
WHEREAS, there are also three (3) Lifeguard II (Beach) 3/10 time
positions budgeted in Kona; and
WHEREAS, filling a full-time, permanent position is easier than
filling three (3) 3/10 time positions; and
WHEREAS, with another full-time Lifeguard II (Beach) position
located in Kona, both Kahaluu and White Sands Beaches will have a
lifeguard on duty seven (7) days a week, thus reducing potential
liability to the County of Hawaii; and
WHEREAS, additional funds are not needed to change the three (3)
3/10 time positions to one (1) full-time permanent position;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that three (3) Lifeguard II (Beach) 3/10 time positions
located in the Aquatics Division of the Department of Parks and
Recreation budgeted in Kona be deleted and one full-time Lifeguard
II (Beach) position be created.
BE IT FURTHER RESOLVED that additional funds to change the three
(3) part-time positions to one full-time position are not required.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & Recreation, Civil Service
and Finance.
