RESOLUTION No. _ lab 90
WHEREAS, the County of Hawaii has undertaken a project to
build the Alii Highway and related improvements to facilitate the
orderly development of residential areas in the Kailua-Kona area;
and
WHEREAS, the successful completion of this project will
require the creation of a plan of improvement by assessment on
the part of the County of Hawaii, as authorized by Hawaii County
Code, Chapter 12; and
WHEREAS, a successful plan of improvement by assessment
requires the participation of a special counsel with expertise in
the area of improvement by assessment; and
WHEREAS, the services of said special counsel are necessary
to complete the project; and
WHEREAS, the services to be rendered hereunder are unique,
unusual, technical and professional in nature and accordingly do
not admit of competition; and
WHEREAS, Alan Okamoto is qualified, ready, willing and able
to provide such services; and
WHEREAS, the present situation is a special matter
presenting a real necessity for his employment.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the County of Hawaii shall retain Alan Okamoto as
special counsel for the purpose of assisting to create an
improvement by assessment plan for the Alii Highway project and
related improvements.
BE IT FURTHER RESOLVED that the County of Hawaii shall
compensate Alan Okamoto in the amount of $50,000.
