Resolution No. 143-90, Draft 2/HSRC-39 COUNTY OF HAVIF,;I~~~ ~.eS't'ATE OF HAWAII RESOLUTION No. 143 90 (DRAFT 2) WHEREAS, the Native Hawaiian children represent 22 percent of Hawaii's public schools; and WHEREAS, they represent only 11 percent of the children participating in state-sponsored gifted and talented programs; and WHEREAS, Hawaiian students have not been adequately represented in gifted and talented programs throughout the State of Hawaii; and WHEREAS, the Big Island community has 31 percent of Native Hawaiians residing within our community; and WHEREAS, the Native Hawaiians in our Big Island community also face the dilemma of underrepresentation in gifted and talented programs; and WHEREAS, the present process of identifying gifted and talented students has not succeeded in identifying gifted and talented Native Hawaiian students in traditional academic areas, such as the sciences and math; and WHEREAS, the unique aspects of the Hawaiian culture, with its rich resources have not been adequately integrated into gifted and talented activities, including language, ancient and contemporary Hawaiian arts, science and technology, and leadership; and WHEREAS, the combined social, economic, and health barriers facing Native Hawaiians contribute heavily to Native Hawaiian children being underrepresented in gifted and talented programs; and WHEREAS, the University of Hawaii at Hilo through Na Pua No'eau, the Center for Gifted and Talented Native Hawaiian Children, serves as a catalyst to address the problem of the underrepresentation of Native Hawaiian children in Hawaii's gifted and talented programs and increase educational enrichment opportunities for these children; and WHEREAS, the University of Hawaii at Hilo has many faculty resources that span the full range of disciplines that can enhance the efforts of Na Pua No'eau to spark the interest of Native Hawaiian children; and WHEREAS, the educational climate at the University of Hawaii at Hilo fosters a strong network among its faculty and its community that encourages and accepts the diverse interest and learning styles of the Native Hawaiian children. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it recognizes the establishment and the importance of Na Pua No'eau, the Center for Gifted and Talented Native Hawaiian Children, as a means of encouraging its youth to forge towards greater achievements in the academic areas, in the arts, in athletics, in leadership roles and all other avenues which will effectively contribute to our community, our state and our nation. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of this resolution to the Honorable Daniel K. Inouye, United States Senator; Dr. Kenneth M. Kato, Chairperson, Board of Regents, University of Hawaii; Dr. Albert J. Simone, President, University of Hawaii; Dr. Edward J. Kormondy, Chancellor University of Hawaii at Hilo; and Dr. David K. Your Committee finds that Native Hawaiian children are underrepresented in the state-sponsored gifted and talented programs in the Stata and in the County of Hawaii because of a combination of social, economic and health barriers and because unique aspects of the Hawaiian culture have not bees integrated into the gifted and talented activities. Your Committee further finds that the University of Hawaii at Hilo has establiskied Na Pua No'eaut the Center for Gifted and Talented Native Hawaiian Children, to address the problem of underrepresentation of Native Hawaiian children in Hawaii's gifted and talented programs and to increase educational enrichment opportunities for Native Hawaiian gifted and talented children. Your Committee concurred with the Chairwoman's recommendation to approve Resolution No. 143-90.
