WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council...", and
WHEREAS, a clerk-typist position was created in the 1989-90
budget for the Kona district of the Department of Parks & Recreation
Elderly Activities Division; and
WHEREAS, the duties of the clerk-typist are to answer incoming
calls; greet visitors and provide information, make appointments,
take reservations and maintain calendar, type and distribute
letters, schedules, flyers and newsletters; and
WHEREAS, a review and assessment of needs indicate that a
Recreation Technician II position would be a better utilization of
funds to provide service to the growing elderly population in West
Hawaii; and
WHEREAS, the Recreation Technician II would be able to plan,
organize and implement recreational, educational and health related
activities; develop plans; teach or instruct recreational
specialties; and assist with delivering the services throughout the
district and expand the current services to meet the needs of the
elderly population; and
WHEREAS, it would be in the best interest of the community to
delete the clerk-typist position and create a Recreation Technician
II position; and
WHEREAS, additional funds are not needed to change the
clerk-typist position to a Recreation Technician II position;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the clerk-typist position located in the Kona district
of the Department of Parks and Recreation Elderly Activities
Division be deleted and a Recreation Technician II position be
created.
BE IT FURTHER RESOLVED that additional funds to change the
clerk-typist position to a Recreation Technician II position are not
required.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Parks & Recreation, Civil Service
and Finance.
