WHEREAS, the Hawaii County General Plan designates the
properties fronting Piilani Street, identified as
TMK: 2-2-33:parcels 11, 19 & 20; and the property fronting
Manono Street, identified as TMK: 2-2-33:parcel 4, for
Medium Density use; and
WHEREAS, Suisan Company, Limited is requesting that the
General Plan designation of the properties described above be
changed to Industrial Use to enable the company to eventually
relocate their fish processing operation and back-up storage
facilities to these properties; and
WHEREAS, Suisan Company, Limited is making this request
because the land area of the present site of their fish business on
Lihiwai Street is insufficient to accommodate any expansion of the
facilities; and
WHEREAS, Suisan Company, Limited has stated that they have
unsuccessfully spent many months looking for suitable industrial
zoned land close to where the fishing boats berth; and
WHEREAS, continued delay in relocating may cause
Suisan Company, Limited further economic losses; and
WHEREAS, the Hawaii County Council believes that
Suisan Company, Limited is an integral part of Hawaii County's
fishing industry and the daily auctioning of fish has grown into a
very popular tourist attraction; and
WHEREAS, the above-described properties are located near the
Wailoa River Estuary and the berthing area of commercial Fishing
boats; and
WHEREAS, while this location makes the properties ideal for a
fish processing operation it also renders the General Plan's current
designation of the property for Medium Density use as inappropriate
because such a designation may allow the development of one
residential unit for each 1,245 square feet of land; and
WHEREAS, the Hawaii County Council believes that the
General Plan should not encourage residential developments to occur
so close to the Wailoa River Estuary and tsunami safety zone; and
WHEREAS, the Hawaii County Council further believes that
light industrial activities would be more appropriate uses of the
properties identified above; and
WHEREAS, Section 6 of Ordinance 89-142, the County of
?~awaii's General Plan, grants to the Council the authority to
initiate amendments to the General Plan via the adoption of a
resolution by two-thirds of its entire membership; and
WHEREAS, the Economic Element of the General Plan states that
the County of Hawaii shall strive for economic diversity and
stability as well as provide for an economic environment to allow
for new, expanded or improved opportunities which are compatible
with the County's natural and social environment; and
WHEREAS, Suisan Company, Limited has expressed its interest
to expand its operations provided appropriately zoned lands are
available; and
WHEREAS, Suisan Company, Limited has requested that the
properties described above be redesignated to allow limited
industrial activities; and
WHEREAS, the Hawaii County Council finds that the request of
Suisan Company, Limited is in consonance with the goals of the
General Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Planning Director is requested to conduct a study
to determine the feasibility of amending the General Plan to
redesignate the properties identified as TMK: 2-2-33:parcels 11,
19, 20 & 4 from Medium Density to Industrial Area.
BE IT FURTHER RESOLVED by the Council of the County of Hawaii
that the Clerk of the County of Hawaii is directed to transmit
certified copies of this resolution to Mayor Bernard Akana,
Planning Director Duane Kanuha, and Planning Commission Chairman
Fred Y. Fu}imoto.

Your Committee on Planning, to which was referred Resolution
No. 151-90, regarding Suisan Company, Limited, reports as follows:
The purpose of Resolution No. 151-90 is to ask the Planning Director
to conduct a study to determine the feasibility of amending the
General Plan to redesignate certain properties fronting Piilani and
Manono Streets from Medium Density to Industrial Area to enable
Suisan Company to eventually relocate their fish processing operation
and back-up storage facilities to these properties.

recommends its adoption. .
