WHEREAS, the Land and Water Conservation Fund (L&WCF) has had
significant impact on our nation's outdoor recreation resources which
have greatly contributed to the quality of life in this nation; and
WHEREAS, recreation areas funded with L&WCF grants are protected
in perpetuity by a provision of the L&WCF Act thus assuring a
nationwide recreation legacy for the benefit of future generations; and
WHEREAS, state and local governments have benefitted greatly
from the L&WCF grants program by using these funds to acquire over
3 million acres and develop over 22,000 recreation facilities; and
WHEREAS, the County of Hawaii has developed 14 parks with L&WCF
grant assistance; and
WHEREAS, the legislation enacting the L&WCF was signed 25 years
ago on September 3, 1964 becoming effective on January 1, 1965;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses the 25th Anniversary Celebration of the Land
and Water Conservation Fund and will support activities which
positively contribute to this important occasion.
BE IT FURTHER RESOLVED that the President and Congress be urged
to provide continued funding for the Land and Water Conservation Fund.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to transmit copies of this resolution to the Honorable
President George H. W. Bush, President of the United States; the
Honorable Senator Daniel K. Inouye, United States Senator; the
Honorable Senator Spark K. Matsunaga, United States Senator; the
Honorable Daniel K. Akaka, United States Representative; the Honorable
Patricia Saiki, United States Representative; Stanley T. Albright,
Western Regional Director, United States Department of the Interior;
and William W. Paty, Jr., Chairman, Board of Land and Natural
Resources.

Your Committee on Human Services and Recreation to which was referred
Communication No. 1453 and Resolution No. 153-90, reports as follows:
The purpose of Resolution No. 153-90 is to endorse the
25th Anniversary Celebration of the Land and Water Conservation Fund
(L&WCF) and to eztend support for activities which contribute
positively to the occasion.
Communic0,tion No. 1453 from Mr. George Yoshida, Director, Department
of Parks and Recreation transmits Resolution No. 153-90 and a list of
L&WCF grants for parks projects on the Biq Island and requests
introduction of the resolution.
Your Committee understands that $1,646,782 in L&WCF grant have been
used to acquire and develop 14 parks in the County of Hawaii between
1967 and 1973.
Your Committee finds that the Land and Water Conservation Fund has
had a significant impact on the outdoor recreation resources which
have contributed to the quality of life in the nation, the State of
Hawaii and the County of Hawaii.
Resolution No. 153-90, Draft 2 adds a "Be it further resolved"
paragraph that urges the President and Congress to provide continued
funding for the Land and Water Conservation Fund. Draft 2 also adds
the names of the President of the United States and Hawaii's
Congressional delegation as recipients of the resolution.
Your Committee concurred with the Chairwoman's recommendation to
approve Resolution No. 153-90, amend it as Draft 2 and approve
Resolution No. 153-90, Draft 2.
