RESOLUTION No
157 90
WHEREAS, the Legislature is currently considering an
appropriation for the State's acquisition of Waipio Valley; and
WHEREAS, the Legislature, in seeking such acquisition,
recognizes the cultural, historical, agricultural and recreational
significance of the valley; and
WHEREAS, in developing a management program for the valley
determination of the carrying capacity of the valley becomes a
critical factor; and
WHEREAS, ingress and egress to the valley is a major component
in determining said carrying capacity; and
WHEREAS, the present roadway leading to and from the valley is
currently under County jurisdiction; and
WHEREAS, the Council of the County of Hawaii finds that it is in
the best interest of all parties that the jurisdiction of the road
be transferred from the County to the State; and
WHEREAS, said transfer will enable the State to initiate
planning of improvements for the eventual acquisition of the valley.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it directs the County Administration to initiate the
transfer of the Waipio Valley road to the State.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
directed to transmit copies of this resolution to the Honorable John
Waihee, Governor of the State of Hawaii; the Honorable Malama
Solomon, Senator; the Honorable Andrew Levin, Senator; the Honorable
Richard Matsuura, Senator, the Honorable Dwight Takamine,
Representative; the Honorable Harvey Tajiri, Representative; the
Honorable Wayne Metcalf III, Representative; the Honorable Jerry
Chang, Representative; the Honorable Virginia Isbell,
Representative; the Honorable Mike O'Kieffe, Representative; the
Honorable Bernard Akana, Mayor of the County of Hawaii, Mr. Edward
Hirata, Director of Transportation, State of Hawaii and Mr. Hugh
Ono, Chief Engineer, Department of Public Works, County of Hawaii.

Your Committee on Ynter-Governmental Relations, to which was
referred Resolution No. 157 relating to Waipio Valley, reports as
follows:
The purpose of Resolution No. 157 is to direct the County
Administration to initiate the transfer of Waipio Valley road to the
State.
Mindful that the State Legislature is currently considering an
appropriation for the purchase of Waipio Valley, and that the road
leading to and from the valley is under County jurisdiction, your
Committee finds this is to be an appropriate time to transfer this
road to the State: ~ ~ ..
Your Committee on Inter-Governmental Relations recommends the
adoption of Resolution No. 157.
