HomeMy WebLinkAboutRES 159 Draft 01 1988-1992 OFFICE INFORMATION ONLY Meeting: April 4, 1990 Action: Approve and adopt EDC Report No. 12 Re: Res. 159-90 COUNTY OF HAVIfA~~ ;R: ESTATE OF HAWAII RESOLUTION No. 159 ~0 WHEREAS, the United States Senate and House of Representatives will soon be considering the 1990 Farm Bill and the sugar support program; and WHEREAS, sugar is an essential component of the State of Hawaii's economy; and WHEREAS, the State of Hawaii produces more sugar per acre and more sugar per man hour than any other sugar producers in the world; and WHEREAS, on the Island of Hawaii, the growing of sugar cane is a dominant agricultural activity, having nearly 7 out of 10 acres of agricultural land in this crop; and WHEREAS, nearly 15 percent of all workers on the Island of Hawaii hold jobs directly or indirectly created by the sugar industry; and WHEREAS, a significant portion of the electricity on the Island of Hawaii is produced by our sugar mills using bagasse or cane residue for fuel; and WHEREAS, the current sugar support program has helped Hawaii's sugar industry survive and has insured the consumer a steady supply of sugar at reasonably stable prices; and WHEREAS, the continuation of the sugar support program in the 1990 Farm Bill is critical for the survival of the sugar industry in the State of Hawaii. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it respectfully request our Congressional representatives to support the continuation of the sugar support program in the 1990 Farm Bill. BE IT FURTHER RESOLVED by the Council of the County of Hawaii that the Clerk of the County is Hawaii is directed to transmit certified copies of this resolution to Senator Daniel K. Inouye, Senator Spark M. Matsunaga, Representative Daniel K. Akaka, and Representative Patricia Saiki. Dated at Hilo, Hawaii, this 4th day of April 1990. C. 20515 REPORT OF THE COf~if~ITTEE ON ECONOMIC DEVELOPf'1ENT DATE: March 14, 1990 PLACE: Councilroom TIME: 9:00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Economic Development, to which was referred Resolution No. 159-90 and Communication 1490, regarding the 1990 Farm Bill and sugar support program soon to be considered by the U.S. Senate and the U.S. House of Representatives, reports as follows: The purpose of Resolution No. 159-90 is to describe sugar production as an essential component of the State of Hawaii's economy which involves 700 of the State's agricultural land and is clearly the dominant State agricultural activity which affects nearly 15% of all workers on the Island of Hawaii and contributes to a significant portion of electrical power generated on the island. This resolution urges continued support from Hawaii's congressional representatives for the sugar support program in the 1990 Farm Bill. Communication 1490, a letter from U.S. Senator Jesse Helms to Counci? Chairman Russell S. Kokubun, indicating his support for the sugar program in the past and assuring of his interest to continue this support for the sugar growers in Hawaii, was also considered. Your Committee on Economic Development concurs with Resolution No. 159-90 and recommends it adoption. It's good to hear from you. I couldn't agree with you more. Just last week, I submitted a statement before the House Agriculture Committee outlining many of the facts contained in your letter. I have enclosed a copy of my statement. I have been working with HSPA to promote Hawaii's interests in maintaining our current sugar program. I detect a much different attitude by the Bush Administration on this issue than the Reagan administration. they see our point of view more clearly. Thank you for sharing your views with me.
