WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council..."; and
WHEREAS, there are traffic lights at either end of the Puainako
Street section which borders the Waiakea Complex; and
WHEREAS, the school community feels that these traffic lights
alone are inadequate to ensure the safety of younger children
walking to school; and
WHEREAS, youngsters who would normally walk to school are being
driven by their parents, adding to the already congested road
conditions; and
WHEREAS, more parents would allow their children to walk to
school if school crossing guards were provided; and
WHEREAS, a school crossing guard would be stationed at the
intersections of Kehaulani/Puainako and another at the
Kawili/Iwalani/Puainako to alleviate some of the safety concerns; and
WHEREAS, the State Department of Transportation has agreed to
install a new crosswalk at the Kehaulani Street intersection; and
WHEREAS, there are sufficient funds in the salaries and wages
account of the Police Department to cover the cost of the additional
School Crossing Guards;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CCUNTY OF
HAWAII that two (2) School Crossing Guard positions be created to be
assigned to the Waiakea Elementary School.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Civil Service and Finance.
