RESOLUTION No. 164 ~U
(DRAFT 2)
WHEREAS, the United States Air Force h.as called for
proposals to build an Advanced Launch System (ALS) and five
companies have responded with preliminary reports; and
WHEREAS, only two of these companies, Martin Marietta
Corporation; McDonnell Douglas and Rockwell International have
included the Ka'u District of the Island of Hawaii in their
proposals; and
WHEREAS, preliminary studies indicate that Hawaii has the
highest environmental constraints; and
WHEREAS, our state government has stated that their
proposed launch facility which is presently being studied does
not anticipate using such very large rockets; and
WHEREAS, such a facility could be detrimental to our Hawaii
Volcanoes National Park and our astromony projects on Mauna Kea.
NOW, THEREFORE, BE IT RESOLVED DY THE COUNCIL OF THE COUNTY
OF HAWAII that we inform the U.S. Air Force that we do not want
our island to be considered as an advanced Launch System
facility and request that no further study be made on this
proposal which includes the Island of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable
Daniel K. Inouye, United States Senator; the Honorable Spark M.
Matsunaga, United States Senator; the Honorable Daniel K.
Akaka, United States Representative; the Honorable Patricia F.
Saiki, United States Representative; the Honorable John Waihee,
Governor, State of Hawaii; State Senators Andrew Levin,
Richard M. Matsuura, and Malama Solomon; State Representatives
Jerry L. Chang, Virginia Isbell, Wayne Metcalf, Mike O'Kieffe,
Harvey S. Tajiri, Dwight Y. Takamine; General Larry D. Welch,
Chief of Staff, United States Air Force; George Mead, Director
of the State Office of Space Industry; and Admiral Thomas
Hayward, Chairman of the Hawaii Space Development Authority

finite infrastructure and resources and has little value for
