URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO ESTABLISH
FISHERIES MANAGEMENT AREAS AT CERTAIN SITES ALONG THE KONA
COASTLINE, ISLAND OF HAWAII, TO PROHIBIT THE TAKING OF TROPICAL REEF
FISHES.
WHEREAS, tropical reef fish are a resource for which competition
between aquarium fish collectors, and commercial glass bottom boat
and dive tours along the Kona coast has been increasing; and
WHEREAS, in recent years, there have been allegations of
depletion of the colorful reef fish as a result of collection for
commercial sale of aquarium fish; and
WHEREAS, during fiscal year 1989, the Kona area was used by
about twenty-eight per cent of the State's commercial aquarium fish
collectors and was the most productive area, accounting for some
thirty-seven per cent of all aquarium fish harvested statewide; and
WHEREAS, to resolve the competition, the fish collectors
voluntarily agreed to refrain from harvesting fish at four dive
sites; and
WHEREAS, the Department of Land and Natural Resources is
empowered under section 188-53, Hawaii Revised Statutes, to
establish fishery management areas in coastal waters, such as the
portion of Kailua Bay, Kona, in which aquarium fish collection is
prohibited; and
WHEREAS, there is concurrence among the commercial aquarium fish
collectors in Kona that the areas of no fish collection under the
agreement could be designated and set aside by promulgation of
administrative rules and regulations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Department of Land and Natural Resources is urged to
adopt rules which designate and set aside areas where harvesting of
tropical aquarium reef fish is prohibited.
BE IT FURTHER RESOLVED that the Department of Land and Natural
Resources is urged to monitor the no fish collection areas to
determine whether the fish population is increasing and
re-establishing under the protective status of the areas.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this Resolution to the Chairperson of the Board
of Land and Natural Resources,
