RESOLUTION No. 17~ 90
WHEREAS, the Hawaii State Plan states, as a policy regarding
energy, that the State shall promote the prudent use of power and
fuel supplies through conservation measures, including education and
energy efficient practices and technologies; and
WHEREAS, the Hawaii County General Plan sets forth policies
stating that the County shall 1) strive to educate the public on new
energy technologies and foster attitudes and activities conducive to
energy conservation and (2) provide incentives which will encourage
the use of new energy sources acid promote energy conservation; and
WHEREAS, in order to instill an energy conservation ethic in our
citizens, we recognize that it is essential for the County to set an
example by instituting measures to reduce energy consumption to the
lowest possible level in its buildings and facilities; and
WHEREAS, in keeping with this goal, the county is seeking
proposals for an energy analysis of selected County facilities and
an implementation program for energy efficiency improvements in
these facilities; and
WHEREAS, the Uniform Building Code details energy conservation
requirements for all buildings; and
WHEREAS, in order to further effectuate energy conservation
measures into our building regulations and community planning
efforts specific strategies and courses of action must be developed
for implementing the stated energy conservation policies.
NOW, THERFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Department of Research and Development is directed
to establish and submit to the County Council strategies and courses
of action for implementiny energy conservation measures in the
county's building regulations and planning process.
BE IT FURTHER RESOLVED that the Department of Research and
Development is requested to submit to the County Council a report of
the findings of the energy analysis and proposed implementation
program for energy efficiency improvements in County facilities.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to transmit copies of this resolution to Mayor Bernard
Akana and Research and Development Director Lynn Maunakea.

Your Committee on Economic Development, to which was referred
Resolution No. 172-90, regarding implementing energy conservation
measures in the County's building regulations and planning process,
reports as follows:
The purpose of .•2esolution No. 172-90 is to direct the Department of
'research and Development to establish strategies and courses of
action for implementing energy conservation measures in::o the County
regulations which address building codes and the planning process
and report to the County Council their findings of the energy
.nalysis and a proposed implementation program to improve the en~rg~~
efficiency in County facilities.
Your Committee on Economic Development concurs with Resolution
No. 172-90 and recommends its adoption.
