WHEREAS, the Hawaii County General Plan designates the property
located in Holualoa, North Kona, identified as TMK: 7-6-24:31 for
Low Density use; and
WHEREAS, Sakamoto Electrical Service and Appliance (hereinafter
referred to as the applicant) is requesting that the General Plan
designation of the property identified above be redesignated to
Medium Density use to enable the applicant to develop a commercial
complex of approximately 16,000 square feet of floor space to
accommodate a family-owned appliance sales and service business and
additional rental space; and
WHEREAS, the applicant is making this request because the lease
of facilities which had housed the company's branch outlet in
Kailua, Kona expired in November, 1989; and
WHEREAS, the expiration of this lease has forced the applicant
to cease servicing the Kailua area because extremely high lease
rentals in the Kailua area renders such a move economically
unfeasible, considering the fact that an appliance sales and service
business requires a large showroom and considerable floor space for
servicing and storage; and
WHEREAS, the applicant has discovered that the closure of the
Kailua branch outlet has resulted in the company's losing a great
number of former customers; and
WHEREAS, the applicant believes that the subject property in
Holualoa would be an ideal site for a new branch outlet to service
the Holualoa, Kailua and surrounding communities; and
WHEREAS, Section 4A of the General Plan states that "The County
shall provide for an economic environment which allows new,
expanded, or improved economic opportunities that are compatible
with the County's natural and social environment; and
WHEREAS, the Council believes that the County should support the
applicant's desire to expand and improve its economic opportunity by
again servicing the Kailua and surrounding areas with a branch
outlet; and
WHEREAS the Council believes that allowing the proposed
development of approximately 16,000 square feet of floor space on
the subject property which measures over 98,000 square feet will
not, in any way, compromise the County's land use plans for the
Holualoa area because the General Plan's current designation already
allows convenience type commercial uses on the property; and
WHEREAS, the Council further believes that the proposed
development represents a low density use of the property because the
proposed 16,000 square feet of floor space on a 98,000 square feet
property equates to a floor space to land area ratio of only 1,000
square feet of floor space for every 6,000 square feet of land area,
or a ground cover ratio of only approximately 16$ of the total land
area of the subject property; and
WHEREAS, the Council believes that a ground cover ratio of 168
will allow for a considerable amount of open area; and
WHEREAS, Section 6BC of the General Plan grants to the Council
the authority to initiate amendment to the General Plan via the
adoption of a resolution; and
WHEREAS, the Hawaii County Council finds that the request of
Sakamoto Electrical Service and Appliance is in consonance with the
goal of the General Plan and that the proposed development will
complement rather than conflict with the land use plans for the
Holualoa area.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Planning Department is requested to conduct a study
to determine the feasibility of amending the General Plan to
redesignate the property identified as TMK: 7-6-24:parcel 31 from
Low Density to Medium Density.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to transmit certified copies of this resolution to
Mayor Larry S. Tanimoto, Planning Director Duane Kanuha and Planning
Commission Chairman Fred Y. Fujimoto.

Your Committee on Planning, to which was referred Resolution
No. 175-90, regarding Sakamoto Electrical Service and Appliance's
request that the General Plan designation of a certain parcel of land
be amended, reports as follows:
The purpose of Resolution No. 175-90 is to request the Planning
Department to conduct a study to determine the feasibi'_ity of
amending the General Plan to redesignate the property, identified as
TMK: 7-6-24:31, from Low Density to Medium Density.
Your Committee on Planning concurs with Resolution No. 175-90 and
recommends its adoption.
