RESOLUTION No. 390 90
WHEREAS, Administration and Congress need $15 billion in new taxes in order
to meet the deficit reduction requirements set forth under the Gramm-Rudman Act;
and
WHEREAS, a list of possible "revenue raisers", including the restriction of
state and local income and property tax deductions, has been sent to the House
Budget Chairman, the Speaker of the House and the House Ways and Means Committee
Chairman; and
WHEREAS, the proposals to cut or eliminate deductibility strike at the basic
principle of Federalism that has been inherent in the income tax system since it
was first enacted in 1913; and
WHERF,AS, deductibility of state and local taxes has always been accepted as
an essential constitutional principle to protect the integrity and fiscal
independence of the separate states and local governments; and
WHEREAS, the repeal of deductibility would be a direct interference with the
most fundamental of all state and local government rights -- the power of each
to raise revenue and finance services as it deems appropriate; and
WHEREAS, the proposal would squeeze tax revenues of states and localities
even when more responsibilities have been placed on them to provide public
services; and
WHEREAS, studies show that shifting of responsibilities to local government _
is continuing and counties have raised local government revenues significantly
to replace lost dollars due to Federal grants-in-aid having been cut the last
ten years by approximately 50~ and by this year's budget axe poised to cut
important programs again; and

WHEREAS, the tax deduction is the largest single deduction taken by the
nation's taxpayers and places an unfair burden on the middle class.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the House Leadership's consideration to cut state and local tax deduction as
part of the Fiscal Year 1991 budget is an attack on the tax deduction principle
and negates NACo's hard fought battle in 1986 which saved the income and
property tax deductions.
BE IT FURTHER RESOLVED that members of our congressional delegation be urged
to oppose the efforts currently under consideration to eliminate or restrict the
state and local income and property tax deductions.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be directed to
transmit copies of this resolution to the Honorable Thomas Foley, Speaker of the
House; the Honorable Dan Rostenkowski, Chairman, House Ways and Means Committee;
Hawaii's Congressional delegation and to Mr. John Thomas, Executive Director of
NACo.
