RESOLUTION No. 182 90
WHEREAS, Kilauea Volcano's continuing eruption has destroyed
more than 90 dwellings since its January 1983 beginning; and
WHEREAS, the estimated damages to public facilities and homes
have exceeded $20 million, with more losses being anticipated; and
WHEREAS, property owners falling victim to the spreading lava
flows face a very real hardship in that their properties are no
longer accessible nor are they readily available for rebuilding; and
WHEREAS, victimized Puna residents are in need of emergency
relief and assistance to establish new residences; and
WHEREAS, Chapter 127, Hawaii Revised Statutes, relating to
disaster relief, does provide the governor with the authority to
provide financial assistance for any major disaster in any part of
the State; and
WHEREAS, the Governor is also authorized to determine whether a
major disaster has occurred and any such determination shall be
conclusive.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the Honorable John D. Waihee III, Governor
of the State of Hawaii, to exercise his authority in declaring the
volcanically inundated areas of Puna a disaster.
BE IT FURTHER RESOLVED that in exercising his authority, the
Governor consider increasing the current level of financial
assistance so that displaced residents will be able to rebuild.
BE IT FURTHER RESOLVED that the Governor consider appropriate
State lands in the district that can be exchanged to facilitate the
relocation of the Kalapana Community.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this Resolution to the Honorable John D.
Waihee III, Governor of the State of Hawaii; the Honorable
Richard S. H. Wong, President of the Hawaii State Senate; the
Honorable Daniel J. Kihano, Speaker of the Hawaii State House of
Representatives; Major General Alexis T. Lum, Adjutant General and
Director of Civil Defense and the Honorable Larry S. Tanimoto, Mayor
of the County of Hawaii.
