[n~HERF,AS, drift gill net fishing is a fish harvesting method in
which drift gill nets, composed of plastic webbing one and one-half
miles or more in length, are placed in the water and allowed to drift
for the purpose of entangling fish; and
WHEREAS, these drift gill nets severely impact marine resources
and contribute to the problem of marine debris in our waters; and
WHEREAS, drift gill nets are indiscriminate and do not target
individual fish species but instead kill fish, birds, turtles, and
marine mammals; and
GIHEREAS, Section 188-30.5, Hawaii Revised Statutes, prohibits the
possession or use of drift gill nets in the waters of the State; and
WHEREAS, Hawaii's fishing industry could be jeopardized if drift
gill nets are allowed to continue in operation in waters beyond the
State's limits; and
WHEREAS, the countries of Japan, Taiwan, and South Korea continue
to utilize drift gill nets on a large scale in international waters;
and
WHEREAS, the province of British Columbia and the states of
Alaska, Washington, Oregon, Idaho, California, and Hawaii have
requested the federal governments of Canada and the United States to
initiate diplomatic efforts through the United Nations and other
appropriate international forums to secure an international ban on
high seas drift gill net fishing.
NOW, THEREFORE, BF. IT RESOLVED BY THE COUNCIT, OF THE COUNTY OF
HAWAII that it urges the President of the United States to pursue
international negotiations for the elimination of high seas drift gill
net fishing and increased protection of_ the marine environment.
BE IT FURTHER RESOLVED that the Clerk of the County of_ Hawaii is
directed to transmit copies of this resolution to the Honorable
George H. W. Bush, President of the United States; the Honorable
James A. Baker III, Secretary of State; the Honorable Daniel K. Inouye
and the Honorable Daniel K. Akaka, United States Senate; the Honorable
Patricia K. Saiki, United States House of Representatives; and the
Honorable John D. Waihee, Governor, State of Hawaii.

BE IT FURTHER RESOLVED that the Clerk of the County of
