RESOLUTION No
196 90
WHEREAS, the Hawaii Natural Energy Institute (HNEI) has provided
grants for experimental "pre-commercial projects" using geothermal
heat and by-products; and
WHEREAS, the 1989 Annual Report of HNEI on page 6 states, "The
HNEI plans to test the efficacy of using geothermal steam to treat
"ferromanganese seabed crusts and nodules for easier processing, as
well as determine if marine ores can remove selected gases, hydrogen
sulfide and sulphur dioxide in particular, from geothermal steam at
the same time;" and
WHEREAS, the report further states that "Planning and designs
have been completed and testing will begin as soon as regulated
steam can be piped to the Puna Research Center;" and
WHEREAS, the Hawaii County Council is concerned that this use of
geothermal steam by-products indicates a desire on the part of the
State Administration to pursue marine mineral processing in
connection with geothermal development; and
WHEREAS, the Hawaii County Council is not convinced that this
industry is appropriate for Hawaii County; and
WHEREAS, the Council feels that it is inappropriate to use
public funds to pursue this project until it is determined that such
an industry is suitable and desirable.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that this project be cancelled and further that any
exploration on experiments with marine mineral processing be
cancelled until such a determination is made.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to Governor John Waihee; Mayor
Larry Tanimoto; Senator Andrew Levin; Senator Richard M. Matsuura;
Senator Malama Solomon; Representative Jerry Chang; Representative
Virginia Isbell; Representative Wayne Metcalf; Representative Mike
O'Kieffe; Representative Harvey Tajiri; Representative Dwight
Takamine; Mr. William Paty, Director of the Department of Land and
Natural Resources; Mr. Roger Ulveling, Director of the Department of
Business and Economic Development; and to Mr. Patrick Takahashi,
Director of Hawaii Natural Energy Institute.
