WHEREAS, the Hawaii County General Plan states that the
Puna District has experienced an extraordinary rate of growth
in population over the past twenty years; and
WHEREAS, the General Plan further states that the
population of Puna will continue to accelerate due in large
part to 1) the availability and affordability of residential
land, 2) the proximity to Hilo which serves as the business and
government center for East Hawaii, 3) the expansion of the
diversified agricultural industr;~, and 4) the increased visitor
traffic generated by Kilauea's eruptive activities; and
WHEREAS, this County Council has been particularly aware of
the inadequacies of FAS Route 130, a State roadway, that is the
on'y major thoroughfare that links Pahoa and its surrounding
communities with Keaau, Hilo, and the rest of the County; and
WHEREAS, the expected increase in resident population will
result in a drast.i~ increase in vehicular traffic including the
use by police, fire, and emergency medical service vehicles; and
WHEREAS, this County Council believes that traffic
congestion will only worsen because the highway, which is
approximately forty years old, was not designed to accomodate
today's traffic volume; and
WHEREAS, the existing right-of-way for Highway 130 can
accommodate a four lane highway.
NOW, THEREFORE, BE IT RESOLVED EY THE COUNCIL OF THE COUNTY
OF HAWAII, that in the interest of public safety, it requests
the State Department of Transportation to implement the
expansion of Highway 130 to a four lane roadway.
BE IT FURTHER RESOLVED that the Honorable Governor John
Waihee is requested to include this project in the
Administration's Capital Improvement Program budget for Fiscal
Biennium 1991-93 which would include the adequate financing for
planning, design, and construction.
BE IT FURTHER RESOLVED that copies be sent to the Honorable
John D. Waihee III, Governor; Mr. E'dwar~u Hirata, Director,
Department of Transportation; Senate President, Richard S. H.
Wong; Speaker of the House, Daniel J. ?~.iYlano; Senators
Andrew Levin, Richard M. Matsuura and Malama Solomon;
Representatives Jerry Chang, Harvey Taji.ri, Wayne Metcalf,
Dwight Takamine, Virginia Isbell, Mike O'Kieffe, and to the
Honorable Larry S. Tanimoto, Mayor of Hawaii County.
