RESOLUTION No. 229 90
RESOLUTION URGING THE GOVERNMENT OF THE COUNTY OF HAWAII TO PURCHASE
WHENEVER POSSIBLE AND ENCOURAGE THE USE OF RECYCLED PAPER PRODUCTS.
WHEREAS, the recycling of "post consumer waste," defined as
finished material which would normally be disposed of as solid waste
after having completed its life cycle as a consumer item, must be
encouraged; and
WHEREAS, the recycling of "secondary waste," defined as
fragments of products or finished products of a manufacturing
process, which has converted a virgin resource into a commodity of
real economic value, and including postconsumer waste, but not
including mill broke, wood slabs, chips, sawdust, or other wood
residue from a manufacturing process, must be encouraged; and
WHEREAS, such valuable efforts at recycling could be given
greater impetus by conscientious efforts on the part of the public
and private sectors to use recycled paper products whenever
practicable in place of non-recycled paper;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the County of Hawaii shall, when purchasing paper
products, make a conscientious effort to seek out and encourage the
submission of bids by suppliers of recycled paper projects, which
shall be defined as a paper or wood pulp product, each sheet or
individual unit of which complies with both of the following
specifications:
(a) Not less than forty percent of the total weight consists of
secondary waste or postconsumer waste; and
(b) Not less than ten percent of the total weight consists of
postconsumer waste.
BE IT FURTHER RESOLVED that the purchase contract shall be
awarded to a supplier of recycled paper products if the fitness and
quality of the recycled paper product are deemed satisfactory by the
County of Hawaii and the supplier of recycled paper products or the
supplier's bid is not disqualified under other State or County law.
