RESOLUTION No. 218 ~

WHEREAS, Article V, Section 5-1.4(c) states that the Mayor has
the power to "Create positions...for which appropriations have been
made by the council...", and
WHEREAS, the Kilauea East Rift eruption started in January,
1983; and
WHEREAS, maintaining security in the eruption vicinity is of
utmost importance; and
WHEREAS, the Civil Defense Agency has been relying on employees
from other departments of the County of Hawaii to operate roadblocks
and perform other security duties; and
WHEREAS, a substantial amount of time and funds have been
utilized by the county agencies due to overtime and loss in manpower
in the respective departments; and
WHEREAS, it is unknown when these employees will be able to
return to their departments and back to their normal duties; and
WHEREAS, creating one (1) Volcano Security Attendant II TAN SR-7
and three (3) Volcano Security Attendant I TAN SR-5 positions would
partially allow the departments to return to normal; and
WHEREAS, the security attendants would operate County roadblock
stations, inform visitors of hazardous conditions, advise against
trespassing, and greet visitors; and
WHEREAS, these positions placed under the Civil Defense Agency
would be classified as temporary-as-needed positions; and
WHEREAS, the security attendants would provide one (1)
eight-hour shift; and
WHEREAS, seventy-five percent (75$) of the cost of the security
services would be reimbursed by the Federal Emergency Management
Agency (FEMA); and
WHEREAS, interim funding for the cost of the security services
would be transferred from 010-911-5912.42-341 the Public Safety
Disaster/Emergency account,
NOW, THEREFORE, BE IT RESGLVED BY THE COUNCII~ OF THE CUUNTY OE'
HAWAII that one (1) Volcano Security Attendant II TAN SR-7 and three
(3) Volcano Security Attendant I TAN SR-5 positions be created.
BE IT FURTHER RESOLVED that funds would be appropriated from
010-9].1-5912.42-341 the Public Safety Disaster/Emeryency account as
follows:

010-241-5241.0].-099 Civil Defense - Misc S&W 16,_05f,_

BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Civil Service and Finance and the
Civil Defense Agency.

services would be reimbursed by the Federal Emergency Management
Agency (FEMA); and
WHEREAS, interim funding for the cost of the security services
would be transferred from 010-911-5912.42-341 the Public Safety
Disaster/Emergency account,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
